Do I need a permit before shipping an excavator to Ghana?
Obtain the current written authorisation answer before buying or shipping. As of October 2026, Ghana's Presidency's 3 June 2025 announcement says no excavator would be imported or shipped without prior authorisation. Treat that as a pre-shipment question for the Ghanaian importer, rather than assuming permission can be arranged after arrival.
The Ghana Shippers' Authority's 3 April 2019 release says Cabinet placed a temporary ban on excavator imports from 1 May 2019 “until further notice”. The notice remained listed in October 2026, with no later lifting notice on the Authority's notices page.
The relationship between those measures and the current legal instrument for authorisation is unresolved. Do not assume the older notice has been lifted, or that it is the sole current rule. The importer, responsible Ghanaian authority and licensed clearing agent must confirm the current instrument and written answer for the actual excavator.
Keep the permit enquiry tied to the serial-numbered machine and proposed use. For the customs, tax, conformity, insurance and cleaning questions around it, read the Ghana machinery-import guide.
How do I apply for a Ghana excavator import permit?
Ask the responsible authority for the application route before preparing an assumed submission. For the October 2026 position, the Presidency and Shippers' Authority pages do not publish a current form, issuing route, eligibility test, supporting-document list, fee, validity period or lead time. An online application route is therefore not established by those pages.
Have the Ghanaian importer ask which office receives the application and which legal instrument governs it. Request the eligibility criteria, document requirements, validity and current timing in writing. Give the make, model, year, serial number, end use and project or site in the enquiry, without assuming those details form a published official checklist.
Your licensed clearing agent should verify the authority's instructions and confirm that the written answer covers the actual unit before payment or shipment. Ask the carrier for written acceptance of the excavator and the authority evidence it needs before booking. Keep both replies alongside the application instructions.
Use a pre-purchase inspection to tie serial details, dimensions, condition and photographs to the unit named in your enquiries. A permit discussion does not replace independent checks on the seller and bank details. Settle both before committing to the machine.
Which importer and customs documents are still required?
Keep the general customs file separate from the authorisation enquiry. As of October 2026, the Ghana Revenue Authority (GRA) lists the original waybill or bill of lading, attested invoice and packing list. Its list also includes the Ministry of Trade's Import Declaration Form, TIN or GhanaCard PIN, and required regulatory permits.
GRA says the clearing agent lodges the customs declaration. Its customs-agents page says the agent company must be wholly owned by an indigenous Ghanaian and hold a one-year licence from the Commissioner-General. Appoint your own licensed Ghanaian clearing agent for the declaration and clearance.
The Ghana Shippers' Authority says all importers and exporters must register with it before shipment transactions are processed through the ICUMS customs system. Complete that registration alongside the document work, rather than treating the excavator authorisation as the whole import file.
An August 2025 Ghana Ports and Harbours Authority notice says established customs-clearance procedures at Tema remain in force. It also says consignees bear transport and custody charges for relocated excavators. That notice does not publish a prior-authorisation application route; do not use it as permission to send the machine before the written authority is settled.
Which other pre-shipment checks can affect an excavator?
Resolve conformity, insurance and plant-health questions alongside the authorisation. These are the October 2026 checks. EasyPASS is the Ghana Standards Authority's conformity scheme, but whether it is mandatory for the actual used excavator is unsettled. Its 2026 sheets put Chapter 84 machinery within scope and describe mandatory application by shipment date, while its 22 July 2026 article calls the scheme optional.
If EasyPASS applies, the sheets say the exporter applies and pays, destination inspection is not allowed, and the result is a Certificate of Conformity or Non-Conformity Report. They give no validity period or processing time. Ask the Ghana Standards Authority's EasyPASS Unit for a written unit-specific scope answer, then its appointed body for the inspection, evidence, timing and certificate route.
For marine cargo insurance, Ghana's official sources agree on an insurer licensed by the National Insurance Commission (NIC), but disagree on the commencement date. Whether foreign cover also counts is unsettled. Your clearing agent, GRA or an NIC-licensed insurer should confirm the current verification route and treatment of any foreign policy.
The Plant Protection Act 2010 requires a permit and phytosanitary certificate for a plant, plant material or conveyance, and controls soil and packaging. Whether a used excavator is a conveyance for this purpose is unsettled. Ask the Plant Protection and Regulatory Services Directorate (PPRSD) and your clearing agent what permit, certificate, inspection or treatment applies to the cleaned unit and packaging.
Keep each reply attached to the machine description it covers. Do not treat a permit answer as an EasyPASS answer, or an insurance reply as a plant-health decision. Before committing, compare the machine's condition and documentation as carefully as its import route.
Pre-purchase excavator-permit checklist
Use the checks above to prepare one written file for the proposed excavator.
— Identify the Ghanaian importer, end user, project or site and licensed clearing agent.
— Send the authority the machine's make, model, year, serial number and intended use; ask for the current instrument and application route.
— Have the licensed clearing agent verify that the written authority covers the unit before payment or shipment.
— Complete Shippers' Authority registration and assemble GRA's general import documents.
— Obtain the EasyPASS Unit's written answer for the exact used excavator and any required certificate route.
— Settle the NIC-licensed insurance and ICUMS verification route with the clearing agent or insurer.
— Ask PPRSD about cleaning, permits, certificates, inspection, treatment and packaging.
— Obtain the carrier's written unit acceptance and its authority-evidence requirements before booking.
Working with a buying agent who already does this
Euro Plant Finder finds machinery in the UK and Europe, checks the seller and arranges inspection. We coordinate origin, condition, cleaning and export documents for the buyer's advisers. The Ghanaian importer seeks authorisation and its own licensed clearing agent files through ICUMS and clears the machine; we coordinate the export-side hand-off with them.

Do I need a permit to import an excavator into Ghana?
Ghana's Presidency announced on 3 June 2025 that no excavator would be imported or shipped without prior authorisation. As of October 2026, the Shippers' Authority still listed its 2019 temporary-ban notice, and the relationship between the measures remains unresolved. Do not assume either a general lifting or a simple continuation of the older rule. Have the importer obtain the current instrument and written machine-specific authority, verified by its licensed clearing agent.
Can I apply for a Ghana excavator permit online?
As of October 2026, the Presidency and Ghana Shippers' Authority pages do not publish the current application form or an online issuing route. Do not choose an application service on the assumption that it represents an established official process. Have the Ghanaian importer obtain the route, eligibility criteria and supporting-document requirements from the responsible authority. Its licensed clearing agent should verify those instructions and the answer for the actual excavator before purchase or shipment.
How much does a Ghana excavator import permit cost, and how long does it take?
As of October 2026, the cited Presidency and Ghana Shippers' Authority pages do not publish a fee or lead time for the current excavator authorisation. They also do not settle its validity period or complete supporting-document requirements. Ask the responsible authority for the current terms in writing and have the importer's licensed clearing agent verify them. Plan the purchase around that actual answer, without assuming a cost, processing period or approval date.
What documents are needed to import an excavator into Ghana?
As of October 2026, GRA lists the original waybill or bill of lading, attested invoice, packing list, Ministry of Trade Import Declaration Form, TIN or GhanaCard PIN and required regulatory permits. The licensed clearing agent lodges the customs declaration, and Shippers' Authority registration precedes shipment processing through ICUMS. This is the general import file. Obtain the separate excavator-authorisation document requirements from the responsible authority rather than treating that list as a complete permit application.
Does a used excavator need EasyPASS?
The answer for the actual used excavator remains unsettled as of October 2026. Ghana Standards Authority sheets place Chapter 84 machinery within scope and describe mandatory application by shipment date, while its 22 July 2026 article calls EasyPASS optional. Ask its EasyPASS Unit for a written answer on the serial-numbered unit. If the scheme applies, the sheets place application and payment with the exporter and exclude destination inspection; obtain the actual evidence and certificate instructions.
Can Euro Plant Finder obtain the permit and clear the excavator?
The Ghanaian importer seeks the required authority and its own licensed clearing agent files the customs declaration through ICUMS and clears the excavator. Euro Plant Finder supports sourcing, seller checks, inspection and export-side coordination. We can help organise the machine information requested by the buyer's advisers, but we do not act as the permit applicant, importer or customs-clearing agent. Keep the written authority and customs responsibilities with those appointed Ghanaian parties.
