Can this used excavator be imported, and who can act as importer?
Start with the exact unit and buyer. As of October 2026, the Zakat, Tax and Customs Authority (ZATCA) requires a licensed importer. A Commercial Registration, 700 Code, Saudi ID or GCC ID can be an identifier. Machinery eligibility under each route remains unsettled; ask your broker to confirm the lawful importer, purpose and permits for this excavator.
Record the model, serial number, build date, condition and intended use. Include the buckets and other attachments, operating and transport dimensions, weight, fuel and battery state. Give the same description to the broker and conformity body before relying on any eligibility answer.
Whether an age limit applies to this excavator’s model year is not settled. Before you commit, get the position for the exact model and year in writing from your Saudi customs broker and SASO/SABER. Include the condition and proposed code with your request.
Use the complete Saudi import guide for importer, tariff and customs context. Our Saudi construction page explains how we source excavators and other used plant.
What SASO inspection route applies to an excavator?
Settle scope and the certificate sequence before arranging movement. As of October 2026, SASO (Saudi Standards, Metrology and Quality Organization) Part 2 requires an accepted-body inspection certificate for covered used equipment. Annex 1-B includes heading 8429, but the live 12-digit SABER route and attachment treatment take precedence. Inspection location and certificate order remain unestablished. Confirm them with the accepted body and broker; our certificate guide explains the separate checks.
A pre-purchase physical inspection should capture the plate, serial details, condition and transport dimensions. Give those records to the parties answering the Saudi questions. Keep the condition findings and conformity instructions separate, and ask the seller to identify any missing documents before you agree collection.
How are duty, VAT, documents and advance filings checked?
Ask for the live tariff answer before relying on a duty figure. As of October 2026, Saudi Arabia uses 12-digit tariff lines. The broker must establish the excavator’s current line, rate and any buyer-specific relief. Keep the classification request tied to the machine and attachments actually being bought.
Import value-added tax (VAT) is 15%, including where the duty line is zero or exempt. Its base is customs value plus excise, customs duties and other charges. Customs-value additions include transport, loading, unloading, handling and insurance to the place of import. Buying commissions are excluded from customs value.
ZATCA says an origin certificate is unnecessary where country of origin is clearly established. Saudi Arabia’s Apostille Convention accession took effect on 7 December 2022, but London Chamber says it does not cover customs-related administrative documents. The commercial-certificate route remains unsettled. Your broker and issuing chamber must confirm whether an origin certificate is needed and the accepted authentication route.
Advance sea-arrival manifest and declaration filing has been mandatory for importers and shipping agents since 29 October 2025. ZATCA’s Import Instructions and the carrier notice applying the later scheme give different cut-offs by source, port distance and voyage duration. Ask the broker and carrier agent to confirm the controlling deadline and filer for the booked voyage.
For a UK purchase, zero-rating requires the goods to leave the UK and valid export evidence within three months of the time of supply. An indirect seller may request a VAT-sized deposit pending evidence. Agree the invoice, deposit and evidence treatment with the seller and its tax adviser before payment.
Can the excavator ship now?
Sailings run; obtain acceptance for the measured excavator before booking. For an October 2026 shipment, the forwarder must confirm the current schedule and obtain written acceptance of the unit and transport method. Send the dimensions, weight and travelling configuration together. Do not rely on a general service description as acceptance of this machine.
Cargo and war-risk cover remain shipment-specific. Ask the insurer to confirm live cover for the named carrier, route and actual excavator immediately before booking. Keep that written answer with the forwarder’s unit acceptance and arrange a fresh check if the route or configuration changes.
Send the transport dimensions, weight, photographs and attachment list together. State the configuration in which the excavator will travel, and ask the forwarder to check the current schedule. If the configuration changes, obtain a revised acceptance before arranging collection with the seller.
I would keep that shipping answer beside the conformity instructions and voyage-filing deadline. Ask each party to identify anything still outstanding before the machine moves. Do not rely on an acceptance given for a different unit or an earlier configuration.

Can I import a used excavator into Saudi Arabia?
Treat it as a unit-specific decision before buying. As of October 2026, ZATCA requires a licensed importer, while machinery eligibility under the possible identifier routes remains unsettled. Have your broker establish the lawful importer and live 12-digit code, then obtain the accepted body’s conformity instructions. Heading 8429 appears in Part 2, but that does not automatically approve your excavator or its attachments. Get the written answers before committing.
Does a used excavator need a SASO inspection certificate?
As of October 2026, SASO Part 2 requires an accepted-body inspection certificate for used equipment within its scope. Heading 8429 is listed, but the actual 12-digit SABER route and attachment treatment take precedence. Inspection location and the complete certificate sequence remain unestablished for the unit. Ask the accepted body and broker for written instructions before shipment. Our Saudi inspection-certificate guide explains the scope, body and sequencing checks in more detail.
Is there an age limit for used excavators?
Whether an age limit applies to your excavator’s model year is not settled. Before you commit, obtain the position for the exact model and year in writing from your Saudi customs broker and SASO/SABER. Give them the build date, condition and proposed code with your request. Keep the written answer with the machine’s documents, and ask again if the selected unit or its specification changes.
What duty and VAT apply to an excavator?
Get the live 12-digit line and duty rate from your broker. As of October 2026, Saudi import VAT is 15%, including for a zero or exempt duty line. Its base is customs value plus excise, customs duties and other charges. Customs-value additions include transport, loading, unloading, handling and insurance to the place of import. Ask the broker to apply the correct line, statutory base and any relief to the actual documents.
Can a full-size excavator ship to Saudi Arabia now?
Sailings run, but the forwarder must confirm the current schedule and written acceptance of your excavator and transport method. Send its measured dimensions, weight, attachments and travelling configuration before booking. Ask the insurer for live cargo and war-risk cover for the actual machine and named route. Keep both written answers together, and request a revised acceptance if the unit, route or shipping configuration changes before collection.
Who handles the excavator’s Saudi customs clearance?
Your own Saudi broker handles the customs declaration and clearance. Euro Plant Finder works on the sourcing and export side: finding the excavator, checking the seller, arranging inspection and gathering machine evidence. We coordinate export documents with the buyer’s advisers before the machine moves. The buyer and accepted body complete the Saudi conformity actions. Bring those parties into the purchase early so the seller receives their written requirements before collection.
