Key facts for Bangladesh buyers, as of October 2026

— The importer-registration route needs checking for the named buyer.

— On a cautious reading, the surveyor and certificate must meet the Import Policy Order’s requirements.

— The Customs Act starts transaction value with the price actually paid or payable.

— The quarantine law covers soil and packing materials, but machinery application needs an individual check.

— UK export zero-rating depends on valid evidence within 3 months of the time of supply.

The buyer’s C&F agent coordinates the unit-specific checks with CCI&E, NBR and Plant Quarantine Wing; the surveyor, seller and forwarder confirm their respective requirements.

What should I check before buying used machinery for Bangladesh?

The actual unit and proposed importer belong at the centre of the decision. As of October 2026, a cautious reading of Article 4 of the Import Policy Order says importer registration with CCI&E is required under the 2023 registration order. The named buyer’s route still needs checking.

The machine also needs an individual eligibility answer. Its exact age and entry conditions should be established under the amended Import Policy Order before the buyer commits to it.

A used tractor should not inherit a rule from general plant or car guidance. Its subtype, tariff classification, age clause and any agricultural-use evidence need their own answer.

The starting file needs the model, serial number, year, intended use and proposed importer. These details let the buyer’s advisers address the same machine that the seller is offering.

A written answer is useful only when it identifies the unit. It belongs with the seller’s description. If the model, year, configuration or importer changes, the earlier answer needs another review.

We'd match the plate to the adviser’s answer before judging the machine; a broad category can hide a different age or entry result.

A generic age figure is not a buying answer. No blanket used-machinery cap or vehicle figure can be applied to the selected unit or tractor. The operative rule must be tied to the selected unit.

Ask the C&F agent or lawyer and CCI&E to confirm the operative clause, current amendments, age basis, eligibility and importer route before purchase.

Who will be the importer and handle the declaration?

The importer needs to be named before the seller finalises documents. As of October 2026, the registration route for the actual buyer needs checking with CCI&E and the buyer’s own C&F agent.

The current IRC validity period and route for a particular foreign-owned buyer also need an individual answer. The same check should address any BIDA requirement and the legal name to appear on the invoice and Bill of Lading.

The Customs Act provides for importer declarations and licensed customs agents. The practical declaration arrangement, authority, filing procedure and timing for the named buyer still need agreement.

The importer name should remain consistent across purchase, survey, banking, transport and customs material. A change of named party sends the question back to the Bangladeshi advisers before final documents are issued.

The file needs to record who will act for the importer and what that authority covers. The buyer’s own C&F agent should state the filing arrangement and timing, while CCI&E addresses the registration route. This keeps the sourcing-side document hand-off separate from the Bangladesh declaration.

We'd settle the importer name before the final invoice; changing it later can affect the survey, bank, carrier and customs file.

Ask CCI&E and the buyer’s C&F agent to confirm the registration route, document naming and declaration arrangements.

What age and economic-life rules apply to the machine?

Entry eligibility and the certificate needed to support it are separate decisions. As of October 2026, the selected unit’s age conditions require a current answer under the amended Import Policy Order.

On a cautious reading of that order, the surveyor and used-machinery certificate must meet its requirements. A provider’s service page does not establish that the issuer or document will be accepted for the machine.

The certificate question has several parts: accepted issuer, required document, timing, application party and validity. Each should be settled before a survey is booked, because a late answer can make an otherwise useful report unsuitable for the import.

Those requirements belong in the survey instruction before the inspector attends. The instruction needs the unit’s exact identity and the wording the Bangladeshi side accepts. A condition report can support the buying decision without automatically satisfying the import certificate question.

No numeric economic-life conclusion is settled for the selected machine until the C&F agent or lawyer and accepted surveyor state whether the required wording means total life or remaining life.

A commercial inspection still serves a different buying decision. A pre-purchase inspection helps assess the machine before commitment. Its scope should not be confused with the certificate that the Bangladeshi side requires.

We'd put import-certificate wording in the inspection brief before anyone travels; a condition report can still be unusable for the import file.

Ask the buyer’s C&F agent and proposed surveyor to confirm issuer acceptance, wording, timing and validity for the actual unit.

How do I check import duty and the customs value?

A landed-cost decision needs more than an old chapter rate or a general answer. As of October 2026, the current duty and border-tax assessment needs the machine’s live tariff subheading and applicable conditions.

A useful written assessment from the C&F agent or NBR sets out the current eight-digit classification, all applicable levies, their bases, exemptions and restriction flags. The answer should refer to the selected unit and importer.

Section 27(1) of the Customs Act 2023 identifies the price actually paid or payable as the transaction-value starting point. That starting point does not settle every addition or exclusion in the final customs and tax bases.

The treatment of a buying commission, inspection, cleaning and UK-side costs needs a transaction-specific assessment. A separate invoice does not by itself exclude a cost.

The purchase contract and actual invoices belong with the agent’s review. Any buying-commission treatment and each customs or tax base remain part of that transaction-specific assessment.

One written assessment can name the tariff subheading and address each invoice line. That makes the unanswered treatment visible before the buyer relies on a landed-cost figure. A supplier’s quotation cannot decide the Bangladeshi customs treatment of the transaction.

We'd compare machines only after the same adviser classifies each and reviews the invoices, so a headline rate does not distort the choice.

Ask the buyer’s C&F agent or NBR for one written assessment covering the live subheading, levies, bases, exemptions, restriction flags and invoice treatment.

What cleaning and document checks are needed?

The quarantine law’s wording and its application to a used machine are separate questions. As of October 2026, section 9(1) of the Plant Quarantine Act 2011 includes soil and packing materials in its import-permit wording.

That wording does not, by itself, settle whether the selected machine needs a permit or treatment. Soil residue, timber or packing, treatment and the entry point all need a unit-specific answer.

Document authentication also depends on the document and country relationship. The HCCH status table records Bangladesh’s Apostille Convention entry into force as 30 March 2025.

That date does not mean every UK or European commercial paper needs an apostille, or that every document is exempt from other authentication. The invoice and certificate-of-origin route for the actual shipment still has to be established.

The cleaning and document requests need the planned origin and packing. A change to timber or packing sends the revised details back to the agent and Plant Quarantine Wing. The same discipline applies if the invoice or certificate issuer changes.

We'd match cleaning photos, packing and document issuer to the inspected unit before dispatch; a late change can reopen both questions.

Ask Plant Quarantine Wing, the buyer’s C&F agent and the relevant issuing or authentication authority to confirm the machine, residue, packing, permit, treatment, entry point and origin-document route.

What must be agreed before shipping from the UK or Europe?

The seller’s evidence and freight plan need to be settled before collection. As of October 2026, a UK VAT-registered seller’s export zero-rating depends on the goods leaving the UK and valid export evidence within three months of the time of supply.

The seller’s eligibility, indirect-export exceptions and evidence terms belong in the invoice discussion. An EU seller needs a separate answer.

Current routing and carrier acceptance remain shipment-specific. The forwarder or carrier should address the actual machine, proposed mode, dimensions, route, sailing, cover and destination arrangements.

Arrival and declaration arrangements remain with the buyer’s C&F agent. The shipping description, importer name and certificate material should refer to the same unit.

A tentative freight quotation is not the shipment plan. Written carrier acceptance should use the final dimensions and mode, and the destination hand-off should name the buyer’s C&F agent. The seller’s export-evidence request belongs beside that plan before collection.

We'd align the inspected machine, dimensions, importer and evidence terms before accepting a sailing; one changed detail can affect several documents.

Ask the seller or tax adviser, forwarder or carrier, and buyer’s C&F agent to confirm the evidence terms, machine acceptance, route, destination hand-off and arrival arrangements.

The pre-purchase checklist

We'd use this as a stop-or-go list and reopen it if the unit, importer, invoice or route changes. Complete these eight actions before committing to a machine:

— Name the importer and settle registration, validity and document naming with CCI&E and the C&F agent.

— Send the model, serial number, year and intended use for a written entry and age assessment.

— Agree the accepted surveyor, certificate wording, timing and validity before arranging the survey.

— Obtain the live tariff classification and complete tax and valuation treatment for the actual invoices.

— Obtain the machine-specific soil, packing, permit and treatment answer.

— Establish authentication for each document and its issuing country.

— Agree the UK seller’s export evidence and invoice treatment, or check an EU seller separately.

— Obtain current carrier acceptance and have the C&F agent agree the declaration and arrival arrangements.

Use the European machinery buying guide to organise your seller and condition checks. Compare using a buying agent with buying directly from an overseas seller.

Working with a buying agent who already does this

Euro Plant Finder works on the sourcing and export side. We find machinery in the UK and Europe, check the seller, arrange inspection and coordinate export-side documents.

The buyer’s own Bangladeshi C&F agent handles the declaration and clearance. We coordinate machine and seller information with that agent, but do not take over the Bangladesh customs role.

We'd involve that agent before survey and seller paperwork are fixed, keeping the import questions tied to the inspected machine.

Frequently asked questions

Can I import old machinery into Bangladesh?

It depends on the exact machine and named importer. As of October 2026, the importer-registration route, used-machinery age conditions and entry eligibility need checking under the amended Import Policy Order. The surveyor and certificate must also meet the order's requirements on a cautious reading. Give your C&F agent the machine identity, year, intended use and proposed importer, and obtain written answers from the agent or lawyer, CCI&E and the proposed surveyor before purchase.

What is the latest import policy for used machinery in Bangladesh?

The Import Policy Order 2026–29 as amended is the relevant starting point, but it does not create a universal age or entry answer for every machine. The operative clause, amendments, age basis and machine eligibility still need a unit-specific answer. A used tractor needs its own subtype and classification review. Ask a Bangladeshi C&F agent or lawyer and CCI&E to state the current position before purchase, then settle the accepted surveyor and certificate requirements separately.

What economic-life certificate is needed for used machinery?

On a cautious reading of the Import Policy Order, the surveyor and used-machinery certificate must meet the order's requirements. A provider's service page alone does not show that its certificate will be accepted for your machine. Ask the buyer's C&F agent and proposed surveyor to establish the accepted issuer, certificate, timing, application party and validity. They should also state whether the required economic-life wording means total or remaining life before the survey is arranged.

Can I import a used tractor into Bangladesh?

A tractor needs an individual answer. Its age rule cannot be assumed from general plant or car guidance, so the C&F agent or NBR should establish the exact subtype, tariff classification, applicable age clause and any agricultural-use evidence. The live tariff and border-tax assessment also needs the correct subheading. Ask Plant Quarantine Wing and the agent whether soil residue, timber or packing creates any permit, treatment or entry-point requirement for that unit.

How much import duty will I pay on used machinery?

There is no general rate for all used machinery. As of October 2026, your machine needs a live tariff subheading and a written assessment of all applicable levies, bases, exemptions and restriction flags. Section 27(1) of the Customs Act 2023 starts transaction value with the price actually paid or payable. The treatment of commission, inspection, cleaning and UK-side costs depends on the transaction. Ask your C&F agent to assess the actual invoices and every tax base.

Can Euro Plant Finder handle the Bangladesh customs side?

No. Euro Plant Finder supports sourcing in the UK and Europe, seller checks, inspection and export-side documents. The buyer's own Bangladeshi customs or C&F agent handles the import declaration and clearance. We can coordinate the machine identity, seller documents and shipping information with that agent, but we do not lodge the Bangladesh declaration or act as importer. The importer, eligibility, certificate and customs treatment should be settled by the buyer's advisers before purchase.
