Key facts for Pakistan buyers, as of October 2026

— The tariff lists 0% customs duty for 8429.5200.

— The ordinary import sales-tax rate is 18%.

— The 3% value addition tax has a manufacturer in-house-use exclusion for Chapter 84 and 85 equipment.

— Soil and unsterilised rooting media cannot be imported without an import permit.

— Goods must be entered within ten days of arrival.

Ask your Pakistani customs agent to confirm import eligibility, classification, exemptions and the taxes for your machine before relying on these headline rules.

Can I import used machinery into Pakistan?

Permission comes before freight. As of October 2026, the eligibility of a used machine, its age and the proposed importer need a current answer under Pakistan’s Import Policy Order.

A useful decision file keeps the make, model, year, serial number, origin, intended use and proposed importer together, so the adviser’s answer belongs to one unit.

The seller’s invoice description, the inspection request and the shipping instructions should all identify the same unit. A change to the proposed importer or machine configuration makes the earlier answer unreliable.

A historic machinery or vehicle rule does not establish current permission. A low customs-duty line does not establish that the machine can enter, and a seller’s description does not establish the correct tariff line.

Tractors deserve particular care. For a tractor proposed under 8701.9400 or 8701.9500, the current duty position must be resolved in writing before anyone relies on a rate.

Separate three decisions. Import eligibility, tariff treatment and the buyer’s authority to import can depend on the same machine details, but one answer does not replace the others.

We'd pause the purchase if the adviser cannot tie the operative policy clause, age basis and importer route to the exact serial-numbered machine; that uncertainty affects whether the unit is worth pursuing.

Ask the Pakistani customs agent or Ministry of Commerce to confirm current eligibility, age, importer and origin conditions for the exact unit in writing before purchase.

Does used machinery need pre-shipment inspection?

The accepted route comes before appointment of an inspection company. As of October 2026, the applicable pre-shipment inspection regime, agency, scope and certificate wording require a machine-specific answer.

Registration on PSQCA’s pages does not establish that an inspection agency will be accepted for this shipment. Acceptance remains specific to the actual machine and current requirements.

The accepted agency, document name, required wording and timing belong against the machine’s serial number. This keeps a useful commercial condition report from being mistaken for the separate document required by the Pakistani side.

Customs inspection requirements and a buyer’s condition inspection are separate. A report that helps assess wear or identity is useful commercially, yet it cannot replace a required certificate unless the Pakistani authorities accept it for that purpose.

Machine-specific PSQCA, emissions, registration, operator and lifting-equipment requirements also remain individual questions. They should be resolved before the purchase decision, not after the machine has been dispatched.

We'd keep the customs certificate brief beside the condition inspection brief, because choosing the wrong provider can waste time and an inspection fee.

Ask the customs agent, PSQCA, the proposed inspection agency and the relevant operating authority to confirm their respective requirements before arranging inspection.

Who can import the machine, and how can I pay the seller?

The importer and banking route belong before final paperwork. As of October 2026, the State Bank of Pakistan annexure describes an authorised bank issuing a financial-instrument number on the importer’s behalf and passing import details to Pakistan Single Window.

That description does not decide the payment route for every purchase. The buyer’s bank must identify the permitted method, currency, practical requirements and documents for the proposed machine.

The customs agent should settle the importer identifiers, registration and filing arrangements. The commercial invoice, transport instructions and bank information should use the importer identity that the Pakistani side accepts.

We'd align the bank record, invoice and importer name before funds move, so every party is working with one importer identity.

Ask the authorised bank to confirm the financial instrument, payment method, currency and documents, and the Pakistani customs agent to state who imports and files.

What customs duty and taxes apply to used machinery?

Each rate has its own line, condition and base. As of October 2026, Pakistan’s Customs Tariff FY 2026-27 lists 0% customs duty for 8429.5200. That is a tariff rate, not a total-tax or import-eligibility statement.

Section 3(1) of the Sales Tax Act sets the ordinary import sales-tax rate at 18%. Its import base includes the customs value plus customs duties and federal excise duty levied on the goods.

The Twelfth Schedule also charges 3% value addition tax on taxable imports. It excludes Chapter 84 and 85 plant, machinery and equipment imported by a manufacturer for in-house installation or use.

Advance income tax has a different rule. For goods in Part I of the Income Tax Ordinance’s Twelfth Schedule, including heading 84.29, the rate is 1% for an importer on the active taxpayer list and 2% for one not on it.

Section 148 defines the advance-tax value as the customs value increased by customs duty, federal excise duty and sales tax payable on the import. These statutory components should not be added into a generic percentage without the machine and importer details.

We'd compare machines only after the same customs agent has classified each one and set out the bases, so the headline rates describe the same tax case.

Ask the Pakistani customs agent to confirm the exact eight-digit line, current customs duty, regulatory or additional duty, exemptions, value-addition treatment, tax bases, active-list position and any tractor-rate conflict.

How will customs value a second-hand machine?

The contract is the starting point for valuation. As of October 2026, section 25 of the Customs Act starts with transaction value: the price actually paid or payable when goods are sold for export to Pakistan.

The section adds transport to the port of importation, while excluding inland freight after importation. It also adds loading, unloading, handling and insurance when those items are not already included.

Section 25 includes commissions, indenting commissions and brokerage, except buying commissions. Whether a separately invoiced service qualifies as a buying commission depends on the contract and customs’ treatment.

Distinct machine, service and freight records let the customs agent assess the actual contracts. A separate invoice does not determine how an inspection, wash-down or buying service will be treated.

We'd show the customs agent the contracts before accepting a landed-cost comparison, because the valuation treatment can change the calculation.

Ask the Pakistani customs agent or customs valuation authority to confirm the treatment of the actual contracts, commissions, inspection, cleaning and any disputed used-machine value.

What cleaning, documents and shipping checks come before dispatch?

Plant health, origin, export evidence and freight belong in one pre-collection plan. As of October 2026, Plant Quarantine Rules 2019 rule 13 prohibits importing soil or unsterilised rooting media without an import permit.

Rule 30 permits regulated wood packaging without a permit only when it is heat treated or methyl-bromide fumigated and bears the ISPM 15 mark. An officer may order immediate re-export of unmarked regulated wood packaging.

Those rules do not establish one treatment for every used farm machine. DPP and the customs agent need to state whether the unit requires a permit, cleaning standard or Plant Protection Release Order.

Origin paperwork is also conditional. Customs Rules rule 433A links a certificate of origin to a claimed PTA or FTA preference and named cases, so later amendments and current practice need checking for the shipment.

A UK VAT-registered seller can zero-rate only if the goods leave the UK and it holds valid export evidence within three months of the time of supply. The invoice plan therefore needs to reflect the seller’s evidence arrangement before payment.

The forwarder and carrier should accept the machine in writing on a named route. Its dimensions, method and operational timing should be agreed, with a separate plan for inland delivery in Pakistan.

Finally, section 79(1) of the Customs Act requires goods to be entered “within ten days of the arrival of the goods”. That deadline makes pre-arrival declaration arrangements part of the shipping plan.

We'd place all four answers against the same machine and route before collection, because one missing owner can hold up payment, booking or arrival paperwork.

Ask the Pakistani customs agent for the origin and filing requirements, DPP for the machinery treatment, the seller for its export-evidence terms, and the forwarder and carrier for written acceptance, named route, operational timing and the inland-delivery plan before collection.

The pre-purchase checklist

We'd use this as a stop/go sheet for the selected machine. Complete these actions before committing to a machine:

Keep every written answer with the final specification for the selected unit.

Retain the date and named adviser with each answer.

— Obtain written eligibility and age advice for the exact machine and named importer.

— Settle the accepted inspection agency, certificate and machine-specific technical requirements.

— Ask the buyer’s bank for the financial instrument, currency, payment method and document list.

— Obtain the eight-digit classification, complete tax treatment, exemptions and active-list assessment.

— Ask how customs will value the machine and treat the actual commissions and services.

— Obtain the cleaning, permit and plant-quarantine answer, and use compliant regulated wood packaging.

— Agree origin papers, the UK seller’s export evidence and the filing arrangements before arrival.

— Obtain written carrier acceptance, the forwarder’s shipping plan and the Pakistani inland-delivery plan.

Working with a buying agent who already does this

Euro Plant Finder works on the sourcing and export side. We find machinery in the UK and Europe, check sellers, arrange inspection and coordinate export-side documents.

Your own Pakistani customs agent handles import classification, the declaration and clearance. We coordinate machine and seller information with that agent, but do not take over the Pakistani customs role.

We'd bring the Pakistani customs agent into the conversation before the seller and carrier finalise their documents, so the inspected machine identity stays consistent.

Our buying-agent service page explains how we work.

Frequently asked questions

Can I import used machinery into Pakistan?

There is no blanket yes for every machine and importer. As of October 2026, the exact machine, age, classification, proposed importer and any origin restrictions need a current Import Policy Order answer. Pre-shipment inspection is a separate question covering the regime, agency and certificate. An old policy, a seller's assurance or a low tariff line does not settle either issue. Ask a Pakistani customs agent, the Ministry of Commerce and PSQCA for the machine-specific eligibility and inspection route before purchase.

What is the age limit for used machinery imports into Pakistan?

There is no universal age figure for all used machinery. The current answer depends on the exact used machine, its classification and the proposed importer. The Pakistani customs agent needs the make, model, year, serial number, origin and intended use. A historic plant, tractor or vehicle limit does not apply automatically to a different machine. Ask the agent or Ministry of Commerce to state the operative policy clause, current amendments and age basis in writing before you buy.

Is pre-shipment inspection required for used machinery?

The current requirement needs a machine-specific answer. A commercial condition inspection does not establish acceptance for customs purposes. Machine-specific PSQCA, emissions, registration, operator and lifting-equipment requirements also need separate checking before you buy or ship the unit. Ask your Pakistani customs agent, PSQCA and the relevant authorities which regime applies, whether the proposed agency is accepted, and what scope and certificate wording are required.

What are the import duty rates for Pakistan?

As of October 2026, tariff line 8429.5200 carries 0% customs duty, but that does not make an import tax-free or eligible. The ordinary import sales-tax rate is 18%. A 3% value addition tax and advance income tax may also be relevant, each with its own conditions and base. Heading 84.29 has active-list-based advance-tax rates. Ask your customs agent for the exact eight-digit line, exemptions, bases and complete assessment; conflicting tractor lines need a written resolution.

How do I ship a used excavator from the UK to Pakistan?

Import eligibility and any accepted pre-shipment inspection belong before freight. The forwarder and carrier must confirm the named route and operational timing for the selected excavator. No sailing or transit time is confirmed until they do. The shipping description should carry the machine's measured dimensions, transport method and the same identity assessed by the Pakistani customs agent. Ask the forwarder and carrier for written machine acceptance and a separate Pakistani inland-delivery plan before booking.

Can I import a used combine harvester or tractor into Pakistan?

A combine or tractor needs an exact-machine answer. Eligibility, age and importer conditions are separate from duty and plant-health treatment. For a tractor proposed under 8701.9400 or 8701.9500, the current duty is unresolved. Farm machinery may also need a DPP cleaning, permit or plant-quarantine release decision. Ask the Pakistani customs agent or Ministry of Commerce to settle eligibility and tariff treatment, and DPP to settle plant-health requirements, before purchase.

Can Euro Plant Finder handle the Pakistani customs side?

No. Euro Plant Finder sources machinery in the UK and Europe, checks sellers, arranges inspection and coordinates the export side. Your own Pakistani customs agent handles Pakistan's customs clearance and confirms import requirements, classification and tax treatment. We can coordinate the machine identity, seller documents and freight information with that agent, but we do not lodge the Pakistani declaration or act as importer. The agent's written answer should be in place before purchase and shipment.
