Why Canadian farmers are looking at the UK and Europe

There are real reasons a Canadian farmer or agricultural contractor goes shopping in the UK or Europe rather than buying local. The used machinery market here is deep, the stock is genuinely varied, and UK and Scandinavian farm machinery in particular tends to be well-maintained and properly documented. A five-year-old tractor that would cost serious money at a Canadian auction can be found at a materially different price point in a British farm sale or a Dutch dealer's yard.

The catch is that buying well from 5,000 miles away takes knowledge — of the machinery itself, of the compliance requirements at the Canadian end, and of how to get a machine that was baling hay in Yorkshire last week through the Canadian border without it sitting in a port while CFIA works through a contamination issue. None of that is complicated if you've done it before. That's what this guide is for.

The two authorities you're dealing with at the border

Canada Border Services Agency (CBSA) handles customs classification, tariff treatment and duty. They determine what you owe, check that your paperwork is correct and process the formal import declaration. For machinery imports, CBSA also expects you to have a CARM account and a Business Number import/export account in place before you start — not at the border.

Canadian Food Inspection Agency (CFIA) handles biosecurity. Used agricultural machinery — and used earth-moving equipment — falls explicitly within CFIA's scope under Directive D-95-26. Their job is to make sure your machine doesn't bring prohibited soil, plant material or animal contamination into Canada. They can hold a machine at the port until they're satisfied, at your cost.

Both authorities need to clear the machine before it's released to you. Getting one right and failing the other still leaves you with a problem at the dock.

Before you start: Business Number and CARM registration

Two administrative steps that catch first-time importers out, usually because they try to sort them at the last minute:

Business Number (BN) with an import/export account: Any commercial importer needs a BN issued by the Canada Revenue Agency (CRA) before bringing goods across the border. This is not your regular business registration — it is a specific import/export account. Register with CRA well in advance of your first shipment. At the border is too late.

CARM registration: CARM (CBSA Assessment and Revenue Management) is the online portal through which customs declarations, duties and payments flow. You need to be registered in CARM before your goods arrive at the border. Your customs broker can help you set this up and will typically require your CARM account to be active before they can file on your behalf.

If you're using a Canadian customs broker (recommended): they will file the import declaration and CFIA referral on your behalf. But even with a broker, the BN and CARM registration are your responsibility — the broker needs both before they can process your import. Don't leave these until the machine is already on a ship.

Customs and duty: what you'll actually pay

This is the part most buyers get wrong, and they get it wrong in a way that costs them time rather than money. The short version: on the machinery Canadian farmers actually import, there is usually no duty to pay at all — and not because of a trade agreement.

Canada's Most-Favoured-Nation rate is the rate that applies to goods from almost anywhere in the world, with no preference claimed and no paperwork required. Check the Canadian Customs Tariff schedule and you find that the headings covering farm and earthmoving machinery are already MFN Free: HS 84.32 (soil preparation and cultivation machinery), 84.33 (harvesting and threshing machinery, including combines and balers), 84.29 (bulldozers, graders, excavators, shovel loaders), 84.30 (other earthmoving machinery), 84.27 (telehandlers and works trucks), and the agricultural tractor lines under 87.01.

MFN Free means free regardless of where the machine was built. A Japanese-built Kubota, a German-built Fendt, an American-built John Deere and a British-built JCB all enter Canada at the same rate on those headings: zero.

What this means in practice. For most farm machinery, you do not need CETA, you do not need the Canada–UK Trade Continuity Agreement, and you do not need to chase your seller for a proof of origin declaration. There is no duty saving available, because there is no duty. Anyone telling you that European machinery is duty-free because of a trade agreement has the reasoning backwards, even though the destination is the same.

Trade agreement preference does still matter on a small number of lines that are not MFN Free — most notably road tractors for semi-trailers under 87.01.21 to 87.01.29, which carry an MFN rate of 6.1 per cent, and a couple of minor headings such as yard shunting tractors. If your machine falls into one of those, origin becomes a live commercial question. For a combine, a farm tractor or an excavator, it generally doesn't.

And if you do need to claim preference, be careful — origin is not where you bought it. Under both CETA and the Canada–UK agreement, origin follows where a machine was manufactured, never where it was parked, advertised or sold. A great many of the used machines sitting in UK and continental European dealer yards were built in Japan, South Korea, the United States, Brazil or China. Cleaning, servicing, repainting or even substantially repairing a machine in Europe are all listed in the rules of origin as operations that do not confer origin. A Japanese-built excavator resold from a Yorkshire yard is a Japanese-origin machine, and a preference claim on it would be a false declaration — exposing you, the importer, to retroactive duty and penalties if CBSA verifies it. On a heading that is MFN Free anyway, that is real risk for no gain.

None of this removes the need to confirm your specific machine's HS classification. Sub-headings vary, classification is the single most common thing CBSA challenges, and an advance ruling or a broker's opinion before you commit is cheap insurance. But go in knowing that on most farm machinery the honest answer is simply "no duty, no preference needed" — which is a good deal less complicated than it is usually made to sound.

GST at 5% applies at the border regardless of duty outcome, charged on the machine's transaction value rather than on freight and insurance — this is the only amount CBSA collects at the border. The provincial part — HST in Ontario and the Atlantic provinces, or PST/QST elsewhere — is self-assessed on your own return afterwards, not collected at the border. For GST/HST-registered farm businesses, the import GST is typically recoverable as an input tax credit — meaning for a qualifying buyer, it's a cash-flow cost rather than a permanent one. Confirm with your accountant or CRA guidance, as eligibility depends on whether the import is for a creditable business purpose.

CFIA biosecurity: what Directive D-95-26 means in practice

CFIA's Directive D-95-26 (5th revision, effective 1 April 2026) is the key biosecurity rule for used agricultural machinery imports into Canada. The headline requirement: "The importation of items contaminated with soil and soil-related matter from all countries is prohibited."

For agricultural machinery specifically, the prohibited contaminants are:

Soil and soil-related matter: The core rule. Soil can carry plant diseases, pests and weed seeds not present in Canadian agriculture. CFIA is not making a judgement about how clean the farm was — any soil contamination on a used machine is a problem.

Manure: Particularly relevant for livestock equipment — muckspreaders, slurry tankers, livestock handlers. Manure carries pathogen risk at the border.

Plant material: Straw, hay, crop residue, seeds. On farm machinery — balers, combines, forage harvesters, grain carts — plant material gets into places that aren't obvious: inside the bale chamber, in the threshing concaves, in crop intake areas. A basic wash doesn't reach all of it.

Blood and ectoparasites: Relevant for livestock-handling equipment from working farm environments.

Use the AIRS tool: CFIA's Automated Import Reference System (AIRS) is the live database of current import requirements by commodity and routing. Before you ship any used agricultural machine from any country, use AIRS to confirm the current specific requirements for your machine type and routing. Directive D-95-26 is the framework, but AIRS is where the current, commodity-specific requirements live. Requirements can change — check AIRS at deal time, not when this article was written.

Cleaning requirements: what "contamination-free" looks like on a tractor

Farm machinery is harder to clean thoroughly than construction plant. There are more trap points, more internal cavities that accumulate organic material, and more surfaces that a working machine covers in a season. A tractor that has spent three years baling, ploughing and spreading slurry has contamination packed into places a pressure washer alone won't reach.

The areas that require attention on typical farm machinery:

Undercarriage and chassis: Mud and soil pack into chassis sections, front axle pivot points, steering arms and suspension mounts. On four-wheel drive tractors, contamination builds behind the front and rear axles. Pressure washing the visible surfaces is not enough — the undersides and recesses need proper attention.

PTO housing and rear linkage: The area around the rear PTO, top link bracket and three-point linkage carries heavy soil contamination on any tractor used for ground engagement work. Mud packs into the threaded bosses and pivot pins.

Engine bay and air filter: Dust and chaff accumulate in engine bays on combine harvesters and field machinery. Air filter housings on harvesting equipment can be full of crop debris. These areas need to be cleaned, not just wiped down.

Crop intake and internal mechanisms: On combines, forage harvesters and balers, the crop path — intake header, concaves, threshing drum, chopper, bale chamber — retains plant material by design. Getting these genuinely clean requires dismantling or pressurised air through the works, not just a hosepipe at the outside.

Grain tanks, augers and elevators: Grain residue carries weed seed risk. Grain tanks, loading augers, elevator boots and unloading spouts all need to be clean of grain and chaff residue.

Cab and interior: Cab floors carry soil and organic debris from muddy boots. Air filter housings inside the cab can be full of chaff on harvesting machinery. Don't overlook the interior because it's not an obvious biosecurity surface — CFIA can inspect it.

Off-road engine regulations and Transport Canada

Two compliance areas that sit outside CFIA and CBSA but matter for certain machines:

Off-road engine regulations: Canada has federal emission standards for off-road engines that apply to persons importing regulated engines — whether for sale or personal use. The import declaration must confirm the engine carries a Canadian, US EPA or CARB emissions label — we photograph the engine plate before we quote. If the machine has a regulated off-road engine, you should confirm compliance before it ships. This is less visible than the US EPA equivalent, but it is not zero risk. Newer machines with Tier 4 or equivalent engines are typically compliant; older machines may need checking. Your broker should flag this when you describe the machine.

Transport Canada: If a tractor or telehandler will also be driven on public roads in Canada — even occasionally — Transport Canada vehicle compliance questions may arise, depending on how the machine is classified. Most farm tractors are classed as off-road equipment and don't trigger this. But it's worth raising with your broker if your machine has a road-use case, rather than discovering it after import.

What the whole import actually costs

The honest answer is that it varies too much to give you a reliable single number. But here's a realistic structure. Canada charges GST on the machine's transaction value, not on freight and insurance, so the taxable base is smaller than in many other import markets.

For a clean, correctly classified import with no biosecurity issues, the indicative border cost is roughly 5–10% of the machine value. This covers GST at 5%, customs broker fees, port handling and CFIA inspection. Once you add broker fees, terminal charges and any contamination-related costs — inspection holds, supervised cleaning, storage while held — the figure can reach 10–15%.

For GST/HST-registered farm businesses importing for a creditable business purpose, the 5% GST is recoverable as an input tax credit. This makes it a cash-flow cost rather than a sunk cost for a qualifying buyer — but confirm your eligibility with your accountant, not with the seller.

The pre-export checklist

Before a used farm machine ships from the UK or Europe for Canada:

— Register for a Business Number (BN) import/export account with CRA, and ensure CARM registration is active.

— Confirm the machine's HS tariff code and check the MFN rate against it. On most farm machinery headings the rate is Free and no origin paperwork is needed. Only if your machine sits on one of the minority of lines that is not already free does a trade agreement claim — and a valid proof of origin matching where the machine was actually built — become worth pursuing.

— Use CFIA's AIRS tool to confirm current biosecurity requirements for your machine type and routing.

— Commission a professional agricultural machinery clean covering all trap points: undercarriage, rear linkage, PTO housing, internal crop path mechanisms, grain systems, engine bay, cab interior. Obtain a written cleaning record from the contractor.

— Confirm whether off-road engine regulations apply to your machine.

— Raise Transport Canada compliance with your broker if the machine will be driven on public roads.

— Prepare a Canada Customs Invoice (Form CI1) or equivalent commercial invoice with the required data fields, and a Cargo Control Document.

— Appoint a Canadian customs broker familiar with agricultural machinery and CFIA referrals.

The list is longer than some markets, but none of these steps are complicated with the right people around you. The ones that consistently cause problems — the Business Number, the CARM account, the cleaning — all share the same characteristic: they're steps that feel like they can wait until closer to the time, and then can't.

What to look for in UK and European farm machinery

The UK produces good farm machinery — well-specified, regularly serviced and documented to a standard that suits Canadian import. A few things specific to the UK and European market are worth knowing before you buy:

Service history matters more than age: A well-documented tractor with full dealer history at 6,000 hours is a better buy than an undocumented machine at 4,000. Hours mean different things depending on what a machine was doing — a tractor used primarily for loader work accumulates hours very differently from one doing heavy tillage work.

Scandinavian machinery is consistently the best-condition stock in Europe. Finnish and Swedish farm machinery is typically stored under cover, used carefully and maintained regularly. Southern European and Eastern European stock is more variable — worth assessing carefully.

UK spec vs continental spec: UK-spec tractors use imperial threads in some older fittings, drive on the left side of the road (relevant for cab layout on loader tractors in some configurations), and have 12V electrics throughout. Continental European machines have metric threads throughout and are built to continental standards — usually directly compatible with Canadian requirements, but worth flagging to whoever is inspecting the machine.

Hydraulic and PTO spec: Confirm the hydraulic flow and PTO shaft spec (540/1000 rpm) against your intended implements before buying. European-spec hydraulic couplings are the same ISO standard as Canadian equipment, but it's worth checking rather than assuming on specialised attachments.
