Key facts for Hungary buyers, as of October 2026

— Duty depends on the machine's live tariff line and qualifying origin; the specified code examples range from 0% to 7% before any valid preference.

— Hungarian import VAT is 27%, and self-assessment is an authorised statutory route rather than an automatic option.

— The machinery chapters covered here are outside EKAER under the operative lists and exemptions.

— Machinery instructions must be in Hungarian, and Regulation (EU) 2023/1230 becomes mandatory on 20 January 2027.

— Plant-health control depends on the exact code, past use and first-entry arrangement.

— Road approval, seller export evidence and charged-air-conditioning controls must be confirmed before shipment.

Sources are listed at the end of this guide. Your own customs agent and the relevant authorities must settle the machine-specific questions before you buy.

Where should a UK machine be cleared for Hungary?

Start with the first European Union entry point and the intended end of any transit. As of October 2026, Hungarian law places importation in the Member State where goods enter the EU, or, under external transit, where that procedure ends. A Hungarian delivery address alone does not decide the import jurisdiction.

A machine from Great Britain can be imported at first entry or move under an agreed external-transit plan. That choice decides where the import procedure ends and keeps the Hungarian delivery address from being mistaken for the clearance answer.

Hungary's listed plant-health border posts are not on the normal journey from Great Britain, and the official list designates them for other traffic. A regulated machine would ordinarily be checked at the first suitable EU entry point, but the actual border control post and any controlled onward movement are route-specific.

Machinery already in EU circulation follows a different customs and seller-VAT route. The stock location, customs status and invoice scheme matter more than the seller's address when the route is being built.

It is not settled whether Hungarian law or practice requires a customs broker for the import. NAV and the selected customs office have not yet confirmed the live clearance interface, free-storage period or charges at the chosen point. For this service, the buyer's own customs agent is the practical filing and clearance route.

We'd settle the clearance point before discussing collection, because a different first entry or transit end changes the rest of the import plan. The stock location, expected declaration point and transit destination belong together in the machine file.

A first-entry plant-health decision can change the suitable crossing and onward plan. Before freight is booked, check the complete customs and plant-health route with NAV, the selected customs office, the buyer's customs agent and the first-entry plant-health authority.

What should I confirm before buying used machinery for Hungary?

For the October 2026 position, the purchase file needs the importer, proposed ten-digit code, claimed origin, location and intended work. The CE plate, Declaration of Conformity, engine plate, Hungarian instructions, air-conditioning details and road-use plan belong to the same machine record.

The purchase file records whether the machine has worked in agriculture or forestry. Exact code and use history matter together for plant-health scope. Code 8701 30 needs particular care because the recorded sources conflict.

The same review includes the seller's invoice treatment and export evidence. A UK VAT-registered seller may zero-rate an export only when the goods leave the UK and valid export evidence is held within 3 months of the time of supply. The seller may require a VAT deposit while waiting for evidence.

A buying agent and a direct purchase place the seller and condition risk in different hands. An independent seller check belongs in the purchase file.

We'd build the purchase file around the serial number. One decision table can keep customs, tax, conformity, plant health and road use tied to the offered unit rather than to a generic model.

A substituted machine or attachment changes the configuration behind earlier answers. Before paying, ask the seller, buyer's customs agent and responsible authorities to tie the invoice, origin, plates, use history and road-use plan to the same make, model and serial.

What duty, Hungarian import VAT and EKAER treatment apply?

As of October 2026, ISZTAR4 shows 0% third-country duty and 0% GB preference on code 8429 52 10 00 for a track-laying excavator. It shows 4.5% third-country duty and 0% GB preference on 8427 10 90 00 and 8427 20 11 00 for forklifts and telehandlers.

Other examples include 1.7% on 8436 80 forestry machinery, 2.7% on specified 8502 generator codes and 7% on 8701 94 90 tractors. These examples do not classify the machine being offered.

Any preference still depends on qualifying UK origin and acceptable proof. Buying from a British seller is not proof of origin, so the live line and the origin decision remain separate parts of the purchase review.

Hungary's standard VAT rate is 27%. The import-VAT base is customs value plus duties and incidental costs including commission, packing, transport and insurance to the first place of destination, with known onward transport also included.

Import-VAT self-assessment requires customs authorisation and the statutory Hungarian registration plus authorised-economic-operator or other listed customs conditions. An authorised indirect customs representative may use the statutory route for its importer. It is not an automatic option for every buyer.

EKAER applies only to listed notifiable products. The operative lists contain no heading in chapters 84 or 87, and goods under customs supervision are exempt. The machinery codes covered here are therefore outside EKAER under those published lists and exemptions, subject to checking the actual code.

The purchase price, transport, insurance, packing and other service lines affect the VAT review. A published duty example or proposed invoice is not a landed-cost promise.

We'd keep classification, preference, VAT and EKAER as four separate decisions. The code identifies which measures are tested, origin and proof support preference, and the importer's circumstances decide whether self-assessment is available.

Before using a percentage or tax route, check the live ten-digit code, origin proof, VAT base, self-assessment conditions and EKAER position with the buyer's customs agent and Hungarian tax adviser.

Does a used GB machine need CE, engine and Hungarian instructions?

As of October 2026, machinery instructions must be supplied in the official language of the Member State where it is placed on the market. For Hungary, that means Hungarian.

Regulation (EU) 2023/1230 applies on a mandatory basis from 20 January 2027. BFKH is the Hungarian machinery market-surveillance authority.

It is not settled which conformity evidence and prior-placing treatment apply to the particular used GB machine. It is also not settled which non-road-engine approval, transition, tractor, enforcement or replacement provisions apply to that machine. Age or earlier British work does not settle either question.

ISZTAR4 displays an F-gas import-control measure on several common machinery lines. The requirements for a used machine with charged cab air-conditioning depend on its refrigerant, equipment and importer.

A pre-purchase inspection should match the serial, plates and condition to the documents before you commit. It can test whether the evidence belongs to the offered unit, but it does not replace an authority's admission decision.

We'd check the plate photo before anything else, because it anchors the language, conformity, engine and air-conditioning questions to the offered unit. Before payment, check the placing history, CE evidence, declaration, engine details and refrigerant route with BFKH, the manufacturer, the competent authority and the buyer's customs agent.

Does used farm or forestry machinery need plant-health clearance?

As of October 2026, ISZTAR4 displays official plant control on specified codes under 8432, 8433, 8436 and 8701. Both the exact code and agricultural or forestry use history matter for the actual machine.

On 23 October 2026, ISZTAR4 did not display an official plant-control measure on the specified 8429, 8427, 8426, 8474 and 8502 codes. A soiled or differently classified machine can still fall outside that recorded result.

The sources conflict on code 8701 30. The Swedish authority's list includes it from 15 October 2026, while ISZTAR4 showed no official plant-control measure for that code on 23 October 2026. Neither record resolves the actual movement on its own.

We'd read the work history before judging the photographs, because a clean appearance does not answer the tariff or past-use question. The proposed code, serial and written account of earlier work keep the scope decision tied to the machine.

UK and European machines can differ in specification and documentation, so compare the source market as well as the asking price. Before routing the load, check scope, the border control post, pre-notification and any controlled onward movement with Nébih, the first-entry plant-health authority, the forwarder and the buyer's customs agent.

Must a mobile working machine or tractor be approved in Hungary?

As of October 2026, Hungarian vehicle rules cover a work machine only where the relevant provision says so. They allow a self-propelled work machine or agricultural power machine to be presented for a pre-registration test.

The rules do not establish that every off-road machine must be registered. Road use is a separate question from customs release, conformity and plant-health treatment.

We'd decide the intended road use before comparing documents, because the category question shapes the approval route. Before purchase, check the machine's category, technical test, registration, insurance and any tractor-specific route with the competent Hungarian transport authority.

What export and customs checks belong in the transport plan?

For the October 2026 position, the UK seller's invoice treatment, any VAT deposit, exporter and evidence remain part of the sale terms. The invoice, serial number, collection record and export evidence must relate to the same machine.

The Hungarian clearance interface remains an open operational point. It is not settled whether a broker is legally mandatory or what live storage and other charges apply at the chosen point.

The forwarder needs the exact dimensions, weight, attachments and loading condition. A current route, schedule, acceptance, permit and insurance answer belongs with the first-entry and transit plan; no published frequency replaces that live booking view.

We'd build the handover note around the serial number, because the seller, carrier and declarant need to recognise the same unit. The note can identify who releases the machine, receives the export evidence and tells the carrier that customs and any plant-health control are ready.

Before the carrier accepts the load, check the invoice and export evidence with the seller and its tax adviser, and the live interface, route, acceptance and charging terms with NAV, the selected customs office, the buyer's customs agent and the forwarder.

Pre-purchase checklist

Before you commit to used machinery for Hungary:

— Name the importer, intended place of clearance and buyer's customs agent.

— Give the agent the machine identity, proposed ten-digit code and origin evidence.

— Check every condition for import-VAT self-assessment and verify the actual code against EKAER.

— Obtain the CE plate, declaration, Hungarian instructions, engine plate and air-conditioning details.

— Record agricultural or forestry use and obtain the authority's exact-code, entry-post and pre-notification answer.

— Ask the transport authority about category, technical test, registration and insurance.

— Agree the UK seller's export-VAT evidence or the EU seller's invoice scheme.

— Give the forwarder the measured dimensions and obtain current route, acceptance, permit and insurance terms.

Put every answer beside the serial number and proposed invoice. If the machine, importer or route changes, send the revised facts back to the parties who made the earlier decisions.

Working with a buying agent who already does this

Euro Plant Finder works on the sourcing and export side. We find machinery in the UK and Europe, check the seller, arrange inspection, negotiate for the buyer and coordinate the available identity, condition and export-side evidence.

The buyer's own customs agent files the Hungarian declaration and clears the machine for this service. That does not mean Hungarian law always makes an agent mandatory. The relevant authorities decide conformity, plant-health and approval questions.

We'd bring the buyer's customs agent into the sourcing conversation early, so questions stay tied to the actual machine rather than a generic description. Check whether a broker is legally mandatory and what live interface or charges apply with NAV and the selected customs office before transport is booked.

Frequently asked questions

How do I import used machinery from the UK to Hungary?

As of October 2026, identify the importer and decide whether the machine will clear at first EU entry or move under external transit to Hungary. Give the buyer's customs agent the serial details, proposed ten-digit code, origin evidence and route. Settle duty, VAT, conformity, engine, Hungarian-language, plant-health and approval questions before payment. Machinery already in EU circulation follows a different customs and seller-VAT route, so the Great Britain plan does not fit every machine.

How much duty and VAT will I pay on used machinery in Hungary?

As of October 2026, Hungary's standard VAT rate is 27%. Published duty examples range from 0% to 7%, but each belongs to a specified code and does not classify your machine. Any GB preference depends on qualifying UK origin and proof. The import-VAT base includes customs value, duties and specified incidental costs. Ask the customs agent for the live classification and origin decision, and check whether the importer meets every condition for Hungarian import-VAT self-assessment.

Do I need an EKAER number for imported machinery?

For the machinery codes covered here, the published answer is no, subject to an exact-code check. As of October 2026, EKAER applies only to listed notifiable products, the operative lists contain no heading in chapters 84 or 87, and goods under customs supervision are exempt. That conclusion does not classify the machine. Give the proposed ten-digit code and route to the buyer's customs agent before relying on the published lists and exemptions.

Does a used excavator from Britain need CE marking and engine approval in Hungary?

The route is machine-specific. As of October 2026, instructions must be supplied in Hungarian, Regulation (EU) 2023/1230 becomes mandatory on 20 January 2027, and BFKH is the machinery market-surveillance authority. The particular machine's prior-placing evidence and non-road-engine treatment are not settled. Charged cab air-conditioning may add import controls. Ask BFKH, the manufacturer, competent authority and customs agent for written answers tied to the actual serials and equipment.

Does used agricultural machinery need a phytosanitary certificate for Hungary?

It depends on exact code and agricultural or forestry use. As of October 2026, ISZTAR4 displays plant control on specified codes under 8432, 8433, 8436 and 8701, while it did not display a control on the specified 8429, 8427, 8426, 8474 and 8502 codes. Sources conflict on 8701 30. Ask Nébih and the first-entry authority to settle scope, the border control post and any controlled onward movement for the actual machine.

Must a mobile working machine be registered in Hungary?

Not every off-road machine follows one automatic route. As of October 2026, Hungarian rules cover a work machine only where the relevant provision says so, and allow a self-propelled work machine or agricultural power machine to be presented for a pre-registration test. Give the competent Hungarian transport authority the machine identity and intended road use, then ask it to specify category, technical test, registration, insurance and any tractor-specific route before purchase.

Can Euro Plant Finder handle Hungarian customs clearance?

Euro Plant Finder works on the sourcing and export side. We find machinery in the UK and Europe, check the seller, arrange inspection and coordinate the available machine information, export documents and freight interface. The buyer's own customs agent files the Hungarian import declaration and clears the machine. Hungarian and first-entry authorities decide customs, conformity, plant-health and approval questions. We keep the seller and transport parties aligned with the information those advisers request.
