Key facts for Sweden buyers, as of October 2026

— Tullverket states that import VAT is 25% for most goods.

— VAT-registered importers report and pay import VAT through Skatteverket's VAT return.

— Non-registered buyers and private-use imports pay import VAT to Tullverket.

— TARIC recorded 0% third-country duty for 8429 52 10 and 8429 52 90 on 23 October 2026.

— TARIC recorded 4.5% for 8427 20 11 and 1.7% for 8436 80 10 on 23 October 2026.

— Standard plant-health notification is due by 10 a.m. one business day before arrival; Arlanda has a separate deadline.

Your own customs broker confirms your machine's classification and tax treatment; Jordbruksverket confirms plant-health scope and entry arrangements. VAT reporting is not a promise of deduction.

What changes when I buy a machine in Great Britain rather than the EU?

For an October 2026 purchase, start with the machine's current location and customs status, not the seller's address. Record the buyer's VAT status, the proposed invoice scheme and the intended entry route. Those answers shape the questions you give to the seller and your customs broker.

Great Britain stock follows an EU import route. Mainland-EU stock already in free circulation follows a different route. The first entry point and any transit to Sweden must be agreed for the selected shipment.

An EU dealer sale still needs invoice scrutiny. Under a margin scheme, an invoice to an EU business buyer must not show VAT separately. The seller's actual scheme, the buyer's position and the transport treatment still need checking, so EU stock is not automatically a zero-rated purchase.

For GB stock, note the machine identity, the proposed exporter and the customs representatives on each side. Do not generalise this route to a machine in Northern Ireland without first establishing its actual status.

Use our guide to buying construction plant from Europe to structure your seller checks. Keep the advert, invoice proposal, photographs and correspondence together so each adviser is considering the same machine.

Do not book around an assumed border route. Your broker and forwarder should confirm status, first entry, declaration location and transit closure. The seller and its VAT adviser should confirm the invoice scheme.

What duty and import VAT apply to machinery in Sweden?

As at October 2026, get a ten-digit classification before using a published duty line. A machine description such as excavator or telehandler is not precise enough to transfer one example rate across a whole family.

Tullverket states that VAT amounts to 25% for most goods. TARIC recorded a third-country duty rate of 0% for 8429 52 10 and 8429 52 90 on 23 October 2026. It recorded 4.5% for 8427 20 11 and 1.7% for 8436 80 10 on that date.

These are code-specific examples, not classification decisions for the machine in front of you. UK–EU preferential duty requires qualifying UK origin supported by a statement on origin or the importer's knowledge. A UK sale does not establish origin.

The import-VAT calculation includes customs value and duty. Relevant incidental expenses, including transport and insurance to the first place of destination, are also included. The first-place-of-destination qualifier does not settle the actual additions for the purchase. The actual additions, commission treatment and any deduction conditions still need a transaction-specific answer.

A VAT-registered importer reports and pays import VAT to Skatteverket through its VAT return. A non-VAT-registered buyer, or a VAT-registered private individual importing for private use, pays it to Tullverket. Reporting through a return is not the same as establishing a right to deduct.

Separate rate, origin and VAT into three written answers. Your broker should settle the code, live duty treatment and origin qualification. Skatteverket or your broker should settle the VAT base and deduction conditions.

Which seller and export documents should I arrange?

For the rules current in October 2026, build the export file while you are checking the machine. Keep the seller, exporter, representatives, invoice, serial number and data-plate details under one machine reference.

Exporting from Great Britain requires a GB EORI. A customs agent acts on written instructions specifying direct or indirect representation. The seller and UK agent therefore need to identify the actual exporter and representation before movement.

A UK VAT-registered seller can zero-rate an eligible export only if the goods leave the UK and valid export evidence is held within 3 months of the time of supply. On an indirect export, the seller may ask for a VAT deposit while it waits for evidence. Agree the invoice, evidence, deposit and refund terms before paying.

Give the UK agent the invoice, serial number, collection address and the party responsible for transport. Ask the seller to state which evidence it expects after export and how any VAT deposit will be returned once acceptable evidence is held.

A private individual importing goods for personal use usually does not need an EORI number. Tullverket identifies code PRIVA for a natural person without EORI. Practical declaration, representation and any plant-health registration still need to be settled for the buyer.

Keep the invoice, payment instructions and machine identity together. Arrange a pre-purchase inspection before relying on the seller's description. Give the inspector the same serial and plate details that appear in the export file.

Match every document to the machine. The seller and UK agent should settle exporter, representation and export-VAT evidence. Tullverket and your broker should settle the buyer's declaration arrangements.

Can an older UK machine meet Swedish conformity and engine rules?

On the October 2026 position, do not use age, earlier UK work or a visible plate as the whole answer. Collect the declaration, data plate, serial number, engine plate and placing history before asking for a decision.

EU product rules apply to used and second-hand products imported from a third country when they enter the Union market for the first time. That principle is not a machine-specific approval. A used GB machine's earlier placing history still needs a written assessment, including where an older machine has no declaration.

Regulation (EU) 2016/1628 controls the placing of covered engines and machinery fitted with them on the Union market. The actual engine stage and transition treatment need a written authority answer. Do not assume a general exemption from age or earlier UK use.

Give Arbetsmiljöverket, the manufacturer and your broker the same serial number, photographs of the plates, placing history and intended use. Ask for written answers tied to that unit rather than an age-based assurance from the seller.

The precise January 2027 changeover date is not settled.

Ask for the admissibility answer before you buy. Arbetsmiljöverket and your broker should confirm acceptable conformity evidence and the machinery-regime application date. The manufacturer and the relevant Swedish authority should confirm the engine stage and treatment.

Does my used tractor or farm machine need a plant-health certificate?

For plant-health checks in October 2026, ask two questions together: what is the exact code, and where has the machine worked? A construction-style machine with farm history cannot be screened from its appearance alone.

Listed used agricultural and forestry machinery from outside the EU, other than Switzerland, falls within the phytosanitary certificate and import-control framework. Exact code and previous use determine scope. Do not turn a partial code list into a blanket rule for every tractor, attachment or construction machine.

Jordbruksverket says equipment and machinery should be cleaned of soil and plant residues before movement. Agree the cleaning standard before loading and keep the machine clean through inspection and movement.

For controlled machinery, notification through TRACES and the CHED-PP plant-health document is due by 10 a.m. one business day before arrival. Arlanda has a separate 1 p.m. deadline. Keep the certificate, notification and physical entry arrangement on the same route plan.

Jordbruksverket lists Göteborg's border control post at Kattegatt 11, with business-day hours of 8 a.m. to 3 p.m. Another official page gives a broader checking window. The appointment, transfer and hours for the actual shipment therefore need confirmation.

Our guide to buying a used tractor sight-unseen helps you plan the purchase checks.

Cleaning does not settle scope. Jordbruksverket should confirm the current code, use history, certificate need, entry post, appointment and transfer. Your broker should align those answers with the customs route.

What should I check before booking freight or using the machine on roads?

Before booking in October 2026, give the carrier the real dimensions, weight, attachments and loading condition. Ask whether it will accept the machine on the proposed equipment. Do not build the purchase around a fixed sailing, transfer or delivery time that has not been accepted for this load.

Swedish abnormal-load arrangements depend on the route and authority. The permit, escort and lead time for a particular movement still need a route-specific answer. Agree the route before treating the final site delivery as solved.

For a previously registered non-EU vehicle, the Swedish route includes original registration documents and customs clearance with a tull-id. It also includes verification of origin and registration inspection. A used UK tractor without an EU Certificate of Conformity remains machine-specific.

The exact route and timing for an EU-registered tractor intended for Swedish roads remain unresolved. Do not treat an EU registration as a complete Swedish answer. Keep the original registration documents and ask for a tractor-specific decision before buying.

Loading and road use are separate decisions. Ask the haulier which dimensions and evidence it needs, and ask Transportstyrelsen which documents must accompany any road-use application.

Resolve the last mile before the first mile starts. The haulier, Trafikverket and relevant municipalities should confirm route arrangements. Transportstyrelsen and the inspection company should confirm category, original documents and the tractor approval route.

Pre-purchase checklist

Before you commit to a machine for Sweden, record each answer in writing:

— Identify stock location, customs status, buyer VAT status and the intended entry and clearance route.

— Obtain an exact-code duty assessment and keep manufacturing and origin evidence separate from the purchase location.

— Confirm the VAT base and deduction conditions with your broker or Skatteverket, and the seller's invoice scheme with its adviser.

— Name the exporter and customs representatives, then agree export-VAT evidence and any deposit terms.

— Collect conformity and engine plates, declaration and history, then obtain written admissibility answers.

— Record farm or forestry use, establish current scope and arrange cleaning and any certificate or notification.

— Agree the entry-post appointment, physical transfer, dimensions and route permits before booking transport.

— Confirm road-use category, original registration documents and any tractor-specific approval route with Transportstyrelsen.

Frequently asked questions

What changes when I import used machinery from Britain rather than buy in the EU?

As of October 2026, Great Britain stock follows an EU import route, while mainland-EU stock already in free circulation follows a different route. An EU dealer invoice also depends on the seller's VAT scheme and the actual transaction. For a GB machine, identify the exporter, customs representatives, export evidence, conformity history and engine position. Your own broker should confirm the first entry, declaration location and any transit to Sweden before transport is booked.

How are duty and import VAT calculated for a used excavator?

On 23 October 2026, TARIC recorded 0% third-country duty for 8429 52 10 and 8429 52 90, 4.5% for 8427 20 11, and 1.7% for 8436 80 10. Tullverket states that VAT is 25% for most goods. The import-VAT base includes customs value, duty and relevant incidental expenses, including transport and insurance to the first place of destination. The actual additions, commission treatment and deduction conditions depend on the transaction. Ask your broker to confirm classification, origin evidence and actual additions.

Do I pay Swedish import VAT at the border or on my VAT return?

As of October 2026, a VAT-registered importer reports and pays import VAT to Skatteverket through its VAT return. A non-VAT-registered buyer, or a VAT-registered private individual importing for private use, pays it to Tullverket. Reporting through a return does not establish a deduction entitlement. Ask Skatteverket or your broker to confirm the base, relevant incidental expenses, commission treatment and deduction conditions for the actual purchase.

Does an older UK excavator need conformity and engine checks?

Yes, but age or earlier UK use does not settle the answer. EU product rules apply to used and second-hand products entering the Union market for the first time. The machine's earlier placing history needs a written, machine-specific assessment. Regulation (EU) 2016/1628 also controls the placing of covered engines and machinery fitted with them on the Union market. The precise January 2027 changeover date is not settled. Ask the manufacturer and relevant Swedish authority to confirm the engine stage, documents, admissibility and application date.

Does a used tractor need a phytosanitary certificate and TRACES notification?

As of October 2026, exact code and previous agricultural or forestry use determine whether listed machinery from outside the EU, other than Switzerland, falls within the certificate and import-control framework. Controlled consignments need notification through TRACES and the CHED-PP plant-health document by 10 a.m. one business day before arrival; Arlanda has a separate 1 p.m. deadline. Clean the machine of soil and plant residues, then ask Jordbruksverket to confirm scope, the entry post, appointment and transfer arrangements.

Can I register a used UK tractor in Sweden without an EU Certificate of Conformity?

There is no general route to promise. As of October 2026, a previously registered non-EU vehicle route includes original registration documents, customs clearance with a tull-id, verification of origin and registration inspection. A used UK tractor without an EU Certificate of Conformity remains machine-specific. Ask Transportstyrelsen and the inspection company to confirm its category, the original documents they require and whether an approval route is available before you buy.

Can Euro Plant Finder handle the Swedish customs side?

Euro Plant Finder can source the machine, check the seller, arrange an inspection and coordinate the export documentation. Your own customs broker handles the Swedish import declaration and clearance. Jordbruksverket, Transportstyrelsen and the relevant market-surveillance authority decide plant-health, registration and admissibility questions. We can work with your broker so that machine details, origin evidence and export documents reach the right people, but we do not replace their decisions.
