Key facts for Ukraine buyers, as of October 2026

— Article 265 points to a resident declarant, subject to any exception confirmed for the buyer.

— UK guidance says tariff-free trade on all goods continues until 31 March 2029, subject to qualifying origin.

— Ukraine’s Customs Code adds brokerage but excepts commissions for purchase from customs value.

— The new machinery technical regulation takes effect on 20 January 2027.

— The booked vehicle may need a Ukrainian-side acceptance or transload plan.

— A war-risk facility is not a bound policy for a particular machine or destination.

The buyer’s Ukrainian customs broker, relevant authorities, haulier and insurer must settle the open route before payment or booking.

Who can import and declare used machinery in Ukraine?

As of October 2026, Article 265 of Ukraine’s Customs Code says declarants may be only residents. That wording makes importer identity an early purchase question. A foreign buyer, private person or business without a Ukrainian entity cannot safely build the transaction around an assumed exception.

A person carrying out operations with goods is registered once. The complete registration documents and timing remain unresolved. Registration and representation therefore belong in the route plan before the invoice, transport and customs-value records are fixed.

The importer identity connects the rest of the file. It affects who appoints the broker, who presents the machine data and who receives decisions about tax, conformity and release. When that identity changes late, the supporting documents may no longer describe the intended declarant.

Our guide to buying construction plant from Europe covers condition and seller risks. Mechanical suitability and legal ability to import remain separate decisions.

We’d put the proposed importer’s name on the first page of the machine file; the Ukrainian customs broker and State Customs Service must check registration, representation and any exception before the buyer commits.

What tariff code, duty and origin evidence will the machine need?

The current 10-digit UKTZED classification, customs duty and any excise treatment are not settled for the exact used machine. An older tariff line, a marketplace category or a code used for a similar unit cannot stand in for the current official classification.

As of October 2026, UK government guidance says UK businesses have tariff-free trade on all goods until 31 March 2029. That headline remains conditional. Qualifying origin and acceptable proof still have to fit the selected machine, and purchase or previous use in Britain does not by itself establish origin.

The EU route has its own agreement context. The upgraded EU–Ukraine Deep and Comprehensive Free Trade Area entered into force on 29 October 2025. An EU yard address still does not settle preference because the current line, origin and agreement evidence remain machine-specific.

This distinction can change which seller file is usable. Two machines can have the same model and different origin evidence, so a promising listing may carry more customs uncertainty than a less obvious alternative. That is a document question, not a judgement about mechanical condition.

We’d compare the origin pack before comparing headline prices; the exporter and Ukrainian customs broker must check the 10-digit line, duty, any excise treatment, qualifying origin and proof under the agreement.

How is the customs value worked out, and what tax remains open?

Ukraine’s Customs Code gives several settled valuation components. As of October 2026, Article 58 adds commission and brokerage except commissions for purchase. It also adds transport to the airport, port or other place of entry and includes insurance in its additions list.

The distinction matters when services appear on separate invoices. The official text does not classify a sourcing agent’s separately invoiced service for this transaction. The treatment of each component therefore remains part of the buyer-specific valuation decision rather than a standard assumption.

The Code allows 80 days from release to supply additional documents supporting the declared customs value. That period does not remove the need for a coherent declaration file at release. It records a later evidence route, not a general invitation to leave the value unexplained.

The current import VAT rate, base, payment point and recovery treatment remain unresolved. A buying estimate therefore cannot treat any rate as settled. The buyer’s actual status and invoice structure still matter.

We’d lay every invoice component beside the transport and insurance records; the Ukrainian broker or tax adviser must check the customs-value treatment and the current import VAT law for the actual buyer.

Which conformity, inspection and registration rules apply to a used machine?

A regulatory transition is fixed, but the used-machine outcome is not. As of October 2026, Cabinet Resolution 1630 says the new machinery technical regulation takes effect on 20 January 2027. Existing conformity certificates remain valid until they expire.

It is not settled whether a particular imported used machine falls within the existing or new machinery regulation. The engine, emissions and age treatment are also open. A build year or foreign conformity plate cannot decide all of those questions without the machine’s history and documents.

Ukraine’s State Service pages identify departmental registration for tractors and self-propelled machines under Resolution 694. The complete used-import document route is not settled. Whether the selected machine needs technical inspection before registration also remains unresolved.

Registration, conformity and inspection answer different questions. A machine may have usable manufacturer documents while its local registration or inspection route remains open. Keeping those headings separate makes it easier to see which missing paper can still change the purchase.

We’d read the plate and conformity documents against the intended use; the conformity body, Ministry of Economy, State Service and buyer’s broker must check the machine’s regulation, engine, inspection and registration position.

How can heavy machinery reach Ukraine, and what must be insured?

Oversize road movement is machine-specific. Some movements involve escort and National Police permission, but the complete road limits, axle rules and route approval remain unresolved. The loaded dimensions and weight therefore belong to the route decision, not just the carrier quotation.

As of October 2026, the EU–Ukraine road transport agreement is extended to 31 March 2027 and defines a vehicle by registration in one of the agreement’s parties. GOV.UK says a permit is not usually needed to transport goods to, through or from Ukraine. Neither point alone settles Ukrainian acceptance of a UK-registered lorry or the need for transload.

Routing remains operational. An undated carrier notice available on 24 October 2026 said feeder operators had suspended calls to Ukrainian Black Sea ports until further notice. That cannot establish a permanent restriction or show that every sea route is unavailable.

Insurance must attach to the actual movement. An Aon notice dated 13 October 2026 says an expanded war-risk facility includes inland cargo, motor vehicle damage and railway rolling stock. The notice does not confirm cover for a particular machine, route or destination.

A pre-purchase machinery inspection can record the dimensions, plates and condition that the haulier and insurer will see. The same record keeps the transport description tied to the machine the buyer approved.

We’d reject any route built from a general service page alone; the haulier, National Police, forwarder and cargo insurer must check the permit, vehicle acceptance, live routing and bound destination-specific cover.

What export and plant-health evidence should be checked before loading?

As of October 2026, the UK seller’s invoice treatment belongs on the export side. A UK seller may zero-rate an export only when its conditions and evidence requirements are met. The seller’s accepted evidence, the exporter identity and any invoice terms need to match the movement that is actually booked.

Plant health remains open for the selected machine. It is not settled whether Ukraine’s controls reach the particular used agricultural, forestry or ex-farm unit. Its earlier use and condition matter because they give the responsible authorities a defined case to assess.

These two files should not be merged into one vague assurance. Export evidence supports the seller’s tax treatment. Plant-health evidence supports a route-specific authority decision. A clean machine can still have an unresolved certificate question, and a complete seller invoice does not settle plant health.

Our practical guide to spotting a machinery scam is useful context for an unfamiliar seller or carrier. That check sits alongside, rather than replaces, the official export and plant-health decisions.

We’d make previous use visible before cleaning begins; the seller, exporting plant-health authority, Ukrainian State Service and buyer’s broker must check the export evidence and any certificate wording for the machine.

Pre-purchase checklist

As of October 2026, before you commit to used machinery for Ukraine:

— Name the resident importer and record the broker’s registration and representation route.

— Classify the exact machine to 10 UKTZED digits and record duty, excise and preference evidence.

— Put the invoice structure, transport and insurance records into the customs-value file.

— Collect the conformity history, engine plate and evidence relevant to the 2027 transition.

— Settle departmental registration and technical-inspection requirements with the State Service.

— Give the abnormal-load haulier the loaded dimensions and weight for the route and permit plan.

— Obtain written vehicle acceptance, the live crossing or transload plan and bound cargo cover.

— Agree the UK seller’s export-evidence terms before payment.

— Record agricultural, forestry or ex-farm use and obtain the plant-health answer before loading.

We’d finish with one serial-number review so the customs, product, transport, insurance and plant-health answers all describe the same unit.

Working with a buying agent who already does this

Euro Plant Finder works on sourcing and the export side. We find machinery in Britain and Europe, check the seller, arrange inspection and coordinate the available identity, condition and export documents with the freight parties.

The buyer’s own Ukrainian customs broker makes the import declaration and clears the machine. Ukrainian authorities decide registration, technical inspection, conformity and plant health. The haulier and insurer retain their separate decisions about carriage and cover.

Our buying-agent guide compares independent representation with going direct. We’d keep a single machine record so the buyer’s broker receives the same serial, invoice, origin and transport details as the seller and forwarder.

Frequently asked questions

What is the import duty rate in Ukraine?

As of October 2026, no reliable machine-wide rate is supported. The current 10-digit UKTZED line, duty and any excise treatment remain open for the exact used machine. UK and EU preference also depend on qualifying origin and acceptable evidence, not the yard where the machine is bought. The buyer’s Ukrainian customs broker must classify the unit against the current official tariff and check its origin treatment before a rate is used.

What are the current details of the UK-Ukraine free trade agreement?

As of October 2026, UK government guidance says UK businesses have tariff-free trade on all goods until 31 March 2029. The treatment is still conditional on qualifying origin and acceptable proof under the agreement. Buying or previously using a machine in Britain does not establish origin. The exporter and Ukrainian customs broker must check qualification and the proof for the selected machine.

What are the shipping restrictions for Ukraine?

As of October 2026, there is no single fixed route answer. Oversize movement may need escort and National Police permission, while vehicle acceptance and any transload remain booking-specific. An undated carrier notice about suspended Black Sea calls cannot on its own prove a permanent restriction. War-risk facilities do not guarantee cover. The haulier, forwarder and insurer must check the current route, permits, acceptance and bound cover.

Can a UK lorry carry the machine into Ukraine?

That is not settled by the UK guidance alone. As of October 2026, GOV.UK says a permit is not usually needed to transport goods to, through or from Ukraine. The EU–Ukraine road agreement defines a vehicle by registration in one of its parties, which does not itself establish Ukrainian acceptance of a UK-registered lorry. The forwarder and haulier must check the vehicle, crossing and any transload in writing.

Does used agricultural machinery need registration or plant-health documents in Ukraine?

As of October 2026, Ukraine’s State Service pages identify a departmental registration framework for tractors and self-propelled machines, but the complete used-import route and any pre-registration technical inspection remain open. Plant-health scope is also unsettled for the specific agricultural, forestry or ex-farm machine. The State Service and buyer’s customs broker must check the registration documents, inspection position, certificate wording and cleaning evidence for the selected unit.

Can Euro Plant Finder handle the Ukraine customs side?

No. Euro Plant Finder handles sourcing and export-side coordination. We can find the machine, check the seller, arrange inspection and pass the available identity, origin, invoice and transport information to the buyer’s advisers. The buyer’s own Ukrainian customs broker makes the import declaration and clears the machine. Ukrainian authorities decide conformity, registration, inspection and plant health; the haulier and insurer decide carriage and cover.
