Who needs a Kuwait import licence for heavy equipment?
We would settle the proposed importer before the seller fixes the buyer’s name on the invoice. As of October 2026, Kuwait’s notified non-automatic import licence lasts one year, carries no licensing or administrative charge and is not transferable. Those terms describe the licence; they do not establish the eligible legal person for every used-equipment purchase.
UK government trade guidance says a licensed customs clearing agent is required in Kuwait. The agent’s appointment and clearance authority remain transaction-specific. A willingness to buy the machine therefore leaves a separate question about who may import it and who is authorised to handle the declaration.
For a buyer, this distinction belongs in the purchase arrangements rather than being left to the shipping paperwork. The proposed importer, machine and intended use describe the transaction needing an answer. Our how we work guide explains how the sourcing and export handover fits around the buyer’s advisers.
Before invoicing or shipment, check the eligible importer, licence and agent authorisation with Kuwait Customs, the Ministry of Commerce and Industry or your licensed Kuwaiti clearing agent.
Can a factory import used machinery through PAI?
We would compare the machine’s documents with the factory’s proposed application before relying on this route. As of October 2026, the Public Authority for Industry (PAI) provides a machine-import application for an establishment holding a valid industrial licence. The machine must suit its licensed production line, its tariff code must be registered and a catalogue must be supplied.
A used machine also needs a manufacturer’s certificate showing an efficiency level of at least 80%. That condition is specific to this PAI service. It describes the manufacturer evidence needed for the application, rather than a general condition standard that can be applied to every used-machine import.
This is where the seller’s available records matter to the buying decision. A catalogue, the specified manufacturer’s certificate and a condition inspection answer different questions. The inspection addresses identity, serial details and condition; it does not establish the applicant’s eligibility or replace the manufacturer’s certificate described by the service.
The same entitlement is not established for a dealer, contractor or private buyer. The service’s industrial-establishment boundary remains relevant even when the machine itself appears suitable. Before relying on the application, check the buyer’s route and machine-document requirements with PAI, Kuwait Customs or your clearing agent.
Does the licence also settle KUCAS approval and duty?
We would keep licensing, conformity and tariff treatment as separate decisions in the purchase file. For October 2026, KUCAS is administered through PAI’s TABEK system. The exact used-heavy-equipment scope by tariff code remains unresolved, so the licence does not establish the selected machine’s conformity treatment.
Ordinary second-hand plant’s acceptance remains unsettled because a conformity-provider guide conflicts with PAI’s qualifying industrial service. That limited used-machine route does not resolve the conflict for a different importer or use. A blanket statement accepting or banning all used plant would go beyond the machine-specific answer still needed.
Kuwait’s WTO tariff profile gives group-level machinery figures rather than the live rate for the selected machine’s exact line. Our complete Kuwait import guide covers that wider customs and export context. The conformity response and the tariff assessment should describe the unit being purchased, not an unspecified substitute.
Before shipment, check the exact unit’s written conformity decision and required reports with PAI/TABEK, and its tariff line and rate with Kuwait Customs or your licensed clearing agent.
Which documents matter before the seller issues the invoice?
We would review the import instructions and the UK seller’s evidence terms alongside each other. As of October 2026, the London Chamber says a UK Arab Certificate of Origin for Kuwait requires Kuwait Embassy legalisation. That is a specific origin-document requirement; the buyer’s eligible licence and agent authorisation remain separate parts of the transaction.
A UK VAT-registered seller may zero-rate an export only if the goods leave the UK and valid export evidence is held within three months of the time of supply. The starting event is the time of supply. The invoice treatment, any margin scheme and acceptable evidence remain matters for the seller and its tax adviser.
The practical question for a purchase is how the agreed document and evidence responsibilities fit the actual sale. Our seller-checking guide covers the commercial checks alongside the licence enquiry. An organised paperwork process does not replace deciding whether the seller and machine are suitable.
Before payment, check the transaction’s import and origin-document instructions with your clearing agent, and the invoice treatment and export-evidence handover with the seller and its tax adviser.
The pre-purchase checklist
We would use the checklist to show which buyer, machine and adviser each answer relates to.
— Importer and licence: eligible legal person, licence holder and clearing-agent authorisation.
— Factory route: valid industrial licence, production-line fit, registered tariff code and catalogue.
— Used-machine evidence: the manufacturer’s efficiency certificate for the PAI application.
— Other buyer types: the authority’s applicable route for a dealer, contractor or private person.
— Conformity: PAI/TABEK’s written decision and required reports for the actual used unit.
— Tariff: the current machine-specific line and rate, separate from licence eligibility.
— Documents and UK sale: origin legalisation, invoice treatment and agreed export-evidence responsibilities.
Working with a buying agent who already does this
We would involve the buyer’s clearing agent while the seller can still answer its document requests. Euro Plant Finder finds used machinery in the UK and Europe, checks sellers, arranges inspections and coordinates the machine evidence and export-side documents.
Your own licensed Kuwaiti clearing agent handles the customs declaration and clearance. We coordinate the export handover with that agent. We do not hold the Kuwaiti import licence or act as the customs broker; the authority and buyer’s advisers determine the applicable import and conformity route.

How long is a Kuwait import licence valid?
As of October 2026, Kuwait’s notified non-automatic import licence is valid for one year, carries no licensing or administrative charge and is not transferable. Those terms concern the licence itself; the proposed purchase still needs the correct licence holder identified. We would keep that distinction visible beside the draft invoice, because the existence of a licence is not the same question as which person may use it for this transaction.
Can any Kuwait company import used heavy equipment?
As of October 2026, the eligible legal person and licence route remain transaction-specific. PAI’s industrial-establishment service does not establish the same entitlement for every dealer, contractor or private buyer. UK government trade guidance says a licensed customs clearing agent is required, with its appointment and authority settled for the purchase. Before shipment, check the proposed importer, licence and agent authorisation with Kuwait Customs, the Ministry of Commerce and Industry or your licensed clearing agent.
What does a factory need to import a used machine through PAI?
As of October 2026, PAI’s service is for an establishment holding a valid industrial licence. The machine must suit its licensed production line, its tariff code must be registered and a catalogue must be supplied. A used machine also needs a manufacturer’s certificate showing at least 80% efficiency. We would compare those specified records with the actual unit before relying on the application; a condition inspection answers a different commercial question.
Does an import licence mean KUCAS approval is complete?
As of October 2026, the selected machine’s KUCAS treatment remains a separate question from its import licence. KUCAS operates through PAI’s TABEK system, while ordinary second-hand plant’s acceptance is unresolved because the published positions conflict. PAI’s limited industrial service does not establish a general used-plant route. Before shipment, check the written decision for the actual tariff code, used condition and required reports with PAI/TABEK or your licensed clearing agent.
What documents should be checked before the machine is invoiced?
As of October 2026, a UK Arab Certificate of Origin for Kuwait requires Kuwait Embassy legalisation. The importer’s eligible licence and agent authority remain transaction-specific. Separately, a UK seller’s export zero-rating requires goods to leave the UK and valid evidence within three months of the time of supply. Before payment, check the import-document instructions with your clearing agent and the invoice treatment and evidence handover with the seller and its tax adviser.
Can Euro Plant Finder handle the Kuwait customs side?
Euro Plant Finder supports sourcing, seller checks, inspection and export-document coordination. We help gather the machine information needed by the buyer’s advisers, but do not hold the Kuwaiti import licence or act as the customs broker. Your own licensed Kuwaiti clearing agent handles the customs declaration and clearance. We would involve that agent during the purchase discussion so its requests can form part of the export handover with the seller.
