Key facts for Spain tractor buyers, as of October 2026
— Used tractors from other EU Member States put in service before 30 June 2001 cannot be registered in ROMA.
— The separate Member-State cutoff for other used self-propelled machines is before 31 December 1998.
— Used tractors from other Member States also need an approved protective structure.
— A GB tractor's third-country approval route is prior EC type-approval from any Member State or an Industry Ministry application under RD 750/2010.
Sources are listed at the end. The regional ROMA office, DGT and Industry Ministry must confirm which approval and documents are acceptable for the exact tractor; an application route is not a promise of approval.
Can I register a used tractor bought in Britain or elsewhere in Europe?
Begin with the source country, machine category and putting-in-service date. As of October 2026, the Member-State ROMA bars and the Great Britain third-country route are different. Do not apply a date rule before identifying which route governs the tractor.
EU product law applies to used and second-hand products imported from a third country when they enter the Union market for the first time. A tractor's earlier UK use or sale does not by itself establish its conformity or approval route.
Give the buyer's broker and Spanish authority the tractor identity, existing type-approval evidence and previous-use history. Ask them to decide whether type approval or another route applies and whether any prior-market exception reaches the actual tractor.
For customs, IVA, plant health and export planning, use our mainland Spain machinery import guide. Use that separate checklist while you assess the tractor's registration route.
Which older tractors from EU Member States face ROMA restrictions?
Use the putting-in-service date, not an informal age description. As of October 2026, Article 8 of RD 448/2020 bars ROMA registration of used tractors from other EU Member States put in service before 30 June 2001.
Article 8 separately bars ROMA registration of other used self-propelled machines from EU Member States put in service before 31 December 1998. Keep the exact machine category attached to the date; do not turn either cutoff into a universal import rule.
A date test is not the only Member-State condition. Article 7(3) separately bars used tractors from other EU Member States without an approved protective structure. Passing the date test does not dispose of that requirement.
Record the machine category, putting-in-service evidence and protective-structure details before payment. Ask the regional ROMA office to check those items against the actual tractor rather than relying on a model year or first-registration shorthand.
What approval does a used tractor from Great Britain need?
Treat GB stock as a third-country approval question. As of October 2026, a used GB tractor or self-propelled agricultural machine follows a route based on prior EC type-approval from any Member State or an application to the Industry Ministry under RD 750/2010.
The Member-State date bars do not decide that GB route. An application under RD 750/2010 is not a promise that an unapproved tractor will be approved. Ask the regional ROMA office, DGT and Industry Ministry which existing approval or application route they will accept for the exact unit.
Build the authority request around the tractor, not a generic model. Include the serial identity, machine category, existing approval papers, putting-in-service history and intended Spanish use. Keep every missing item visible until the responsible authority answers.
Do not buy on an assumed homologación. Obtain the machine-specific route in writing before agreeing collection.
What should I establish about ITV, documents and the engine?
Ask the regional authority for the procedure before inventing a document list. As of October 2026, the autonomous communities run the ROMA registers and ITV also applies. The exact tractor's approval, registration documents and ITV procedure need a machine-specific answer.
Ask the seller for existing type-approval records, tractor and engine identity, service-date evidence and protective-structure details. Our guide to buying a used tractor sight-unseen helps you plan the condition checks.
Arrange a pre-purchase inspection alongside your approval-document checks. Use it to record the unit and condition, not to decide statutory approval.
Regulation (EU) 2016/1628 requires valid EU type-approval for covered engines placed on the Union market. The tractor's engine category and applicable engine or type-approval regime still need confirmation.
Give the manufacturer and relevant Spanish authority the engine plate, tractor identity and available approval evidence. Ask them to settle the category, stage and applicable regime. Do not assume an age exemption or replacement-engine cure.
Pre-purchase checklist
Before you commit to an imported used tractor for Spain:
— Record the source country, putting-in-service date and machine category before applying an age rule.
— For Member-State stock, obtain protective-structure details as well as service-date evidence.
— Ask for existing type-approval papers and a written route from ROMA, DGT or the Industry Ministry.
— Get a machine-specific answer on ITV, registration documents and the effect of prior UK use.
— Obtain engine identity and approval evidence for the manufacturer and relevant Spanish authority.
Finish with one authority handover. Put the tractor identity, open approval points and named decision-maker on the same note. Do not release payment or collection while approval, ITV, protective-structure or engine questions remain capable of changing the purchase decision.
Working with a buying agent who already does this

The buyer's own customs broker handles declaration and clearance. The regional ROMA office, DGT, Industry Ministry and relevant Spanish authorities decide approval, registration, ITV and engine questions. We coordinate with them but do not grant approval or guarantee registration.

Can I register a used tractor imported from England in Spain?
Possibly, but the exact tractor needs an authority decision before purchase. As of October 2026, a used GB tractor follows the third-country route: it needs prior EC type-approval from any Member State or an application to the Industry Ministry under RD 750/2010. That application route is not a promise of approval. Earlier UK use also does not settle the conformity route, and the engine needs its own answer. Ask the regional ROMA office, DGT, Industry Ministry and manufacturer to assess the tractor's existing evidence.
Do the ROMA age restrictions apply to every imported tractor?
No. As of October 2026, the date bar for used tractors put in service before 30 June 2001 applies to tractors from other EU Member States. A separate cutoff before 31 December 1998 applies to other used self-propelled machines from Member States. A GB tractor follows the third-country approval route instead, so those Member-State dates do not decide its position. Record the source country, putting-in-service date and machine category, then ask the regional ROMA office which rule applies.
Is passing the tractor's age test enough for ROMA?
No. As of October 2026, Article 7(3) separately bars used tractors from other EU Member States without an approved protective structure. Passing the Member-State putting-in-service date test does not dispose of that condition. The autonomous communities run the ROMA registers, ITV also applies, and the exact tractor's approval, registration documents and ITV procedure remain machine-specific. Give the regional ROMA office and DGT the tractor category, service date, protective-structure evidence and existing approval papers before committing to the purchase.
What should I check before buying a UK tractor without EU type-approval papers?
Treat missing prior approval as a go-or-stop question, not a document to solve after payment. As of October 2026, the GB route is prior EC type-approval from any Member State or an Industry Ministry application under RD 750/2010, and the outcome is not assured. EU product law can apply when a used product first enters the Union market, and earlier UK use does not establish the route. Ask the ROMA office, DGT, Industry Ministry, manufacturer and relevant Spanish authority to assess the tractor and engine evidence in writing.
Can Euro Plant Finder handle Spanish customs and register the tractor for me?
Euro Plant Finder supports sourcing, seller checks, inspection and export coordination. We can keep the tractor identity, condition and available approval evidence together for the buyer's advisers. The buyer's own customs broker handles the Spanish declaration and clearance. The regional ROMA office, DGT, Industry Ministry and relevant Spanish authorities decide approval, registration, ITV and engine questions. We coordinate with those parties, but we do not grant approval, guarantee registration or complete the authority's work on the buyer's behalf.
