Key facts for Turkey buyers, as of October 2026
— Turkey subjects old and used goods to Ministry of Trade permission.
— The Ministry provides an electronic application route using an electronic signature.
— The exact 12-digit GTİP must be established before the permit route is chosen.
— The relevant permission reference is required when the customs declaration is registered.
— Product-inspection and engine treatment still need a machine-specific written answer.
The Turkish importer's customs broker and the Ministry of Trade must settle the route for the exact machine before payment.
Do all used machines need an import permit for Turkey?
As of October 2026, Turkey's Ministry of Trade says imports of old, used, renovated, faulty and obsolete goods are subject to permission. That is the starting rule, but it does not promise approval or refusal for an excavator, tractor, loader or any other broad machine category.
The exact 12-digit GTİP controls the route that must be tested. Any age limit, unit-value threshold or admissibility result belongs to the current line for the offered machine. A result for another unit is not a safe buying assumption, even when the model description looks similar.
A pre-purchase machinery inspection answers the separate condition question. The steps in our guide to buying construction plant from Europe also help keep seller and machine checks ahead of payment.
We'd treat permission as a buying gate rather than arrival paperwork. Before the buyer commits, check the exact GTİP, current annex treatment and machine-specific outcome with the Turkish importer's customs broker and the Ministry of Trade.
Which permit route applies to my machine?
As of October 2026, the Ministry page identifies 0970 as the declaration reference for the listed used-goods permission route. It identifies 0962 for the off-list used-goods permission route. These references identify two application paths; they do not classify the machine or predict the Ministry's decision.
The classification comes first. The 12-digit GTİP shows which current line and annex treatment must be examined. Only then can the buyer see whether an age condition, unit-value condition or other admissibility question belongs to that machine.
We'd put the classification beside the plate photograph and seller description. Before choosing either route, check the 12-digit GTİP, declaration reference and current conditions with the Turkish importer's customs broker.
Who applies, and when must the permit be in place?
As of October 2026, the Ministry's used-goods page provides an electronic application route using an electronic signature. The general importer route uses a Turkish importer with a tax number. The eligibility and process for a private individual importing used plant are not fully settled.
The permit is issued to the Turkish importer. It is not a general approval that can be moved between buyers or machines. The approval therefore has to cover the named importer, the offered unit and the customs declaration that will be registered.
The relevant used-goods permission reference is required when the declaration is registered. The complete submission timetable and the authority's decision period for a particular application remain unresolved, so a fixed online estimate should not become the purchase deadline.
We'd put the importer name and serial number on the first page of the application file. Before setting payment or collection dates, check buyer eligibility, current evidence, submission timing and the declaration-stage reference with the Ministry of Trade and the Turkish importer's customs broker.
Do origin, CE or TAREKS replace the used-goods permit?
No. As of October 2026, the used-goods permit, product inspection and customs evidence answer separate questions. Where the 2026 product-inspection procedure requires an EU declaration of conformity, the Ministry guide says it must be approved by the Turkish commercial counsellor or attaché.
Where a machine is selected for physical inspection under that procedure, the Annex 3 documents are uploaded to TAREKS within 20 business days of the application. The test reports and declaration of conformity must be dated on or before the transport document. It remains unresolved whether the offered used machine falls within the relevant procedure or which engine and emission rule applies.
EU free-circulation evidence does not replace the permit or settle origin. Additional duties can apply on top of the normal tariff rate, depending on the machine's origin and the entry date. Your customs broker confirms the current position for the exact tariff line before you buy.
The permit is only one part of the buying and import route. The complete valuation, freight, plant-health and registration sequence is in our Turkey used-machinery import guide.
We'd match the declaration, inspection papers and customs evidence to the plate before discussing freight. Before payment, check the permit, TAREKS, conformity, engine, origin and customs position with the Turkish importer's broker, Turkish Standards Institution, Ministry of Industry and Technology and exporter.
Pre-purchase checklist
At the October 2026 check, complete these steps before committing to a used machine for Turkey:
— Give the importer's customs broker the make, model, year, serial number, engine details, condition and intended use.
— Obtain the exact 12-digit GTİP before relying on a listed or off-list permit route.
— Confirm in writing that the intended Turkish importer may make the application.
— Ask the Ministry or broker for the current evidence and timing rather than relying on a fixed online estimate.
— Hold payment and freight booking until the broker settles the permission reference needed at declaration.
— Check separately whether product inspection, TAREKS documents and commercial-counsellor approval apply.
— For EU stock, settle both the used-goods permit and the free-circulation and origin evidence.
We'd finish with one serial-number review so every answer belongs to the offered machine and importer.
Working with a buying agent who already does this
Euro Plant Finder works on the sourcing and export side. We can find the machine, check the seller, arrange an inspection and coordinate the available identity and export documents with the buyer's freight parties.
The Turkish importer and the buyer's own customs broker handle the permit, import declaration and clearance. Turkish authorities decide permission and product inspection. We pass the broker the machine information and export documents, but we do not apply for or hold the Turkish permit.
We'd keep one shared machine record so the seller, importer and broker work from the same identity and evidence.

Do I need permission to import a second-hand machine into Turkey?
As of October 2026, Turkey's Ministry of Trade says imports of old and used goods are subject to permission. The exact 12-digit GTİP decides which route must be tested, while any age, unit-value or admissibility condition belongs to that machine-specific line. The Turkish importer's customs broker and the Ministry must check the current classification and permit outcome before the buyer pays or books freight.
What is the difference between the listed and off-list permit routes?
As of October 2026, the Ministry page identifies declaration reference 0970 for the listed used-goods permission route and 0962 for the off-list route. Those references do not classify the machine or predict approval. The precise 12-digit GTİP comes first, followed by the current annex treatment and any age or unit-value condition. The Turkish importer's broker must check the route for the offered machine.
Can a private individual import used machinery into Turkey?
As of October 2026, the private-importer position is not fully settled. The general route uses a Turkish importer with a tax number, but that does not establish whether a private individual may apply for the intended used-plant transaction. The permit is also tied to the named importer and machine. The Turkish customs broker and Ministry of Trade must confirm buyer eligibility, the application identity and the declaration route before payment.
How long does a used machinery import permit take in Turkey?
As of October 2026, there is no supported fixed period to publish. The complete evidence timetable and the Ministry's decision period for a particular used-machinery application remain unresolved. Timing can matter because the relevant permission reference is required when the customs declaration is registered. The Ministry of Trade and the Turkish importer's customs broker must confirm the current evidence, submission sequence and expected decision timing for the exact application.
Does CE marking or an A.TR replace the used-machinery permit?
No. As of October 2026, CE and product-inspection evidence, free-circulation evidence and the used-goods permit answer different questions. Some product-inspection cases require an approved EU declaration of conformity, while a selected physical inspection has its own TAREKS documents. Additional duties can apply on top of the normal tariff rate, depending on the machine's origin and the entry date. Your customs broker confirms the current position for the exact tariff line before you buy.
Can Euro Plant Finder obtain and use the Turkey import permit for me?
No. The Turkish importer and the buyer's own customs broker handle the permit and import declaration. Euro Plant Finder handles sourcing and the export side: we can find the machine, check the seller, arrange an inspection and coordinate its identity and available export documents. We pass that information to the buyer's broker, but we do not apply for the Turkish permit, make the import declaration or clear the machine.
