Key facts for Zimbabwe excavator buyers, as of October 2026

— The 2022 tariff as first published shows 0% for listed 8429 excavator lines; amendments since then remain unverified.

— Heading 8429 is outside the published age-ban and import-licence schedules.

— Heading 8429 is outside the CBCA schedules dated 1 March 2024.

— A commercial import needs a named, customs-activated importer and the buyer's registered clearing agent.

— Soil or other growing medium can trigger detention, inspection or treatment even though machinery is not named in the plant-health regulations.

— The bonded-transit framework is documented, while the actual transport arrangements are not settled.

Sources are listed at the end of this guide. Before you commit, confirm the code, current rate and customs pack with your clearing agent; CBCA with an appointed provider or the Ministry; cleaning with Plant Quarantine Services; and transport with the forwarder or carrier.

Is a used excavator allowed into Zimbabwe?

Start with the machine specification and its attachments. These are the October 2026 schedule checks. Zimbabwe's published tariff baseline places excavators in heading 8429, but the final eight-digit line depends on the actual unit.

Heading 8429 is not in the ten-year second-hand-vehicle prohibition schedule or the import-licence schedule in Statutory Instrument 59 of 2026. That does not clear every unit or separate attachment automatically. Give the full specification to the clearing agent and ask for the current instrument and code position in writing.

What duty and import VAT apply to an excavator?

Do not build a purchase decision around an old headline rate. Here is how the published duty baseline, value and VAT fit together as of October 2026. The 2022 tariff as first published showed 0% customs duty across its listed 8429 excavator and earthmoving lines. Later amendments remain unverified.

The Zimbabwe Revenue Authority (ZIMRA) says in its Customs Valuation Manual that road or rail customs value includes transport and insurance to the Zimbabwe border, while post-border costs are deductible. For used goods, it describes acquisition value less depreciation for use, with ZIMRA officers consulting the importer.

Section 12 of the Value Added Tax (VAT) Act (consolidated text dated 20 February 2019) supports an import-VAT base of customs value plus duty, excluding surtax. Later amendments and the assessment need checking. VAT is charged on imports into Zimbabwe, and the rate changed during 2026. Before you rely on a figure, ask your clearing agent to confirm the current eight-digit duty rate, the valuation evidence and method, any later VAT amendment and assessment, and the current import-VAT rate; use ZIMRA where the agent directs.

Does a used excavator need Zimbabwe CBCA?

Check the published heading, then check for amendments. The published CBCA position was checked in October 2026. Heading 8429 is not listed in the schedules dated 1 March 2024, and Bureau Veritas's product list Ed 2.5 agrees.

That is not a permanent exemption. Send the exact machine description, attachments and proposed eight-digit line to an appointed CBCA provider or the Ministry of Industry and Commerce. Ask for written confirmation that no later amendment has brought the selected unit into scope. For the schedule logic, use our Zimbabwe CBCA guide for used machinery.

Which documents and importer arrangements are needed?

Name the importer and clearing agent before the seller builds the file. These are the October 2026 document requirements. ZIMRA says a commercial importer needs a Business Partner Number activated for customs purposes and that registered clearing agents carry out commercial clearance. The buyer's clearing agent lodges the Bill of Entry as Form 21 through the ASYCUDA World customs system.

ZIMRA lists the supplier invoice, packing list, freight statement, bill of lading, value declaration and any rebate letters among the supporting documents. Your licensed clearing agent should confirm the final pack for the excavator and its route.

Start with an independent pre-purchase inspection that records identity, condition, dimensions and attachments. A UK VAT-registered seller may zero-rate the export only if the excavator leaves the United Kingdom and valid proof is held within three months of the time of supply. Settle the invoice, any margin-scheme treatment and the export evidence with the seller and its tax adviser before payment.

How should the excavator be cleaned and moved through transit?

Clean first, then settle the booked movement around the actual unit. As of October 2026, Zimbabwe's plant-health regulations do not name machinery. An inspector may still detain and inspect a growing medium, plant or container liable to harbour an organism and may order treatment. Ask Plant Quarantine Services how it will treat soil on the tracks, undercarriage or attachments, and what evidence it wants.

For goods not destined for South Africa that transit through it to Zimbabwe, the South African Revenue Service says the movement uses a licensed remover of goods in bond, a DA 187 and a processed customs declaration. ZIMRA expects transit goods to leave within three days and removal-in-bond entries to be entered for consumption within ten days. The forwarder, transit operator and Zimbabwe clearing agent should confirm the remover, bond, guarantee and timing for the booked route.

An excavator intended for road use may need registration. The Vehicle Registration and Licensing Act treats specified farm- or mine-only use as not being road use, but the exact road-use, inspection, registration and emissions position remains machine-specific. Ask the Central Vehicle Registry, Vehicle Inspection Department or clearing agent for a written answer.

The live sea mode, capacity and out-of-gauge handling are not settled for the actual excavator. Ask the forwarder and carrier for the load port, discharge port, acceptance dimensions, sea mode and onward movement before anyone fixes the movement.

Pre-purchase checklist

This checklist reflects the October 2026 position:

— Send the excavator specification, serial and year evidence and attachment list to the licensed clearing agent for an exact-code answer.

— Ask an appointed CBCA provider to check the current schedules against the actual unit.

— Obtain the current duty, VAT and valuation treatment in writing before relying on a landed calculation.

— Name the importer, verify its customs activation and appoint its registered clearing agent.

— Build the commercial file around the inspected machine and keep the identity details consistent.

— Get the cleanliness requirements, then clean and photograph the tracks, undercarriage and attachments.

— Agree the seller's UK export-VAT evidence before payment.

— Obtain written transport, bonded-transit and road-use answers for the actual excavator.

Working with a buying agent who already does this

Euro Plant Finder finds suitable excavators in the UK and Europe, checks the seller, arranges inspection and coordinates the export-side documents. We can also keep the seller, forwarder and buyer's advisers working from the same machine details.

The buyer's licensed Zimbabwe clearing agent classifies and clears the excavator. If you are comparing an agent with a direct purchase, compare who owns each sourcing, inspection and document task.

Frequently asked questions

Can I import a used excavator into Zimbabwe?

Yes, subject to checks on the exact machine. As of October 2026, Zimbabwe's published tariff baseline places excavators under heading 8429. That heading is not in the published ten-year age-ban, import-licence or CBCA schedules described in this guide. Those dated schedules do not give a permanent exemption. Give the specification and attachments to your licensed clearing agent, and ask an appointed CBCA provider or the Ministry of Industry and Commerce to confirm the current position before purchase.

What are the import duty and VAT on an excavator in Zimbabwe?

As of October 2026, the 2022 tariff as first published showed 0% for listed 8429 excavator lines. Later amendments remain unverified, so your clearing agent confirms the current rate for the machine's eight-digit code. The Value Added Tax Act (consolidated text dated 20 February 2019) supports an import-VAT base of customs value plus duty, excluding surtax. VAT is charged on imports into Zimbabwe; the rate changed during 2026, so confirm the current rate with ZIMRA or your clearing agent before you rely on a figure.

Does a used excavator need a CBCA certificate in Zimbabwe?

As of October 2026, heading 8429 was not listed in the CBCA schedules dated 1 March 2024, and Bureau Veritas's product list Ed 2.5 agreed. That is a dated schedule reading, not a permanent exemption for every excavator or attachment. Before shipment, send the exact machine description and proposed eight-digit code to an appointed CBCA provider or the Ministry of Industry and Commerce. Ask for written confirmation that no later amendment has brought the selected unit into scope.

What documents are needed to import an excavator into Zimbabwe?

As of October 2026, ZIMRA says a commercial importer needs a Business Partner Number activated for customs and uses a registered clearing agent. The agent lodges Form 21 through the ASYCUDA World customs system. ZIMRA lists the supplier invoice, packing list, freight statement, bill of lading, value declaration and any rebate letters among the supporting documents. If the route transits South Africa, the forwarder also needs to settle the bonded movement. Your clearing agent must confirm the final excavator- and route-specific pack.

Does a used excavator have to be cleaned before shipment?

Treat cleaning as a border-preparation job. As of October 2026, Zimbabwe's plant-health regulations do not name machinery, but an inspector may detain and inspect a growing medium, plant or container liable to harbour an organism and may order treatment. Ask Plant Quarantine Services how it will treat soil on the tracks, undercarriage or attachments, and what evidence it wants. Clean the machine and keep clear photographs, but do not present photographs as protection from inspection or treatment.

Can Euro Plant Finder handle the Zimbabwe customs side?

Euro Plant Finder can source and inspect the excavator, check the seller and coordinate seller-side documents and the freight hand-off. We do not clear the unit in Zimbabwe or lodge the import entry. The buyer appoints a licensed Zimbabwe clearing agent to settle the code, taxes, documents and customs clearance. We work with that agent and the forwarder so the inspected machine, commercial file and transit instructions match before the excavator leaves the seller.
