Sources are listed at the end of this guide. Before you commit, confirm the machine's scope, code and amendment position with an appointed provider or the Ministry, and current enforcement with the provider and your clearing agent.
Which used machinery needs CBCA in Zimbabwe?
Start with the tariff heading, not the seller’s description of the machine. These are the October 2026 schedule rules. Statutory Instrument (SI) 35 of 2024 makes the heading the deciding basis for CBCA scope. Its First Schedule includes 8701 tractors, 8702, 8703, 8704, 8705 special-purpose vehicles, 8706, 8707 and 8716 irrespective of consignment value.
Generators have a separate threshold. The Fourth Schedule includes electric generating sets under 8502 where free on board (FOB) is over US$1,000. Ask an appointed provider to check the exact subheading, current schedule, generator threshold, FOB basis and exact generator line before you rely on that treatment.
CBCA is one part of the import route. For importer registration, customs, cleaning and transit, read our guide to importing used machinery into Zimbabwe.
Which construction and agricultural plant headings are outside the published schedules?
The published position matters because “machinery” is too broad an answer. As of October 2026, the schedules dated 1 March 2024 do not list 8426, 8427, 8429, 8430, 8432, 8433 or 8474. Bureau Veritas’s product list Ed 2.5 agrees. Those families include common plant such as excavators and forklifts, but the dated omission is not a permanent exemption.
Whether SI 35 has been amended since 1 March 2024 is not settled. Ask the Ministry of Industry and Commerce (MIC) or an appointed provider to check the selected unit’s heading against the current schedule on the day it is reviewed.
If the machine is an excavator, use our Zimbabwe excavator-import guide for its classification, cleaning and transit checks. Construction-plant buyers should also understand the condition and seller checks that come before compliance paperwork.
How do I get the certificate before shipment?
Do not book freight until the provider has answered for the actual unit. Here is the process position as of October 2026. Bureau Veritas says second-hand goods remain subject to CBCA when their heading is scheduled. The Ministry of Industry and Commerce listed six conformity-assessment bodies.
For a scheduled consignment, Bureau Veritas says the exporter submits a Request for Certificate before shipment. Before the certificate question, make sure the machine itself has been independently identified and inspected.
The inspection country needs a direct answer. SI 35 says assessment takes place in the country of origin, while provider pages describe inspection in exporting countries. For a non-UK-built machine sold from the UK, the inspection country is not settled.
No published lead time settles the actual job. The fee category for a used tractor under 8701 or a used special-purpose vehicle under 8705 is not settled either. Ask the Ministry to confirm current appointment, then ask the chosen provider to state its form and evidence list, inspection country, applicable category, testing and certificate-delivery steps, live timing and fee category before the seller or forwarder fixes dates.
What happens if scheduled machinery arrives without the certificate?
Do not treat destination assessment as a planned alternative to pre-shipment work. The October 2026 position comes from SI 35 of 2024. It says a regulated consignment without the required certificate can incur a penalty of 12% of CIF, destination assessment, and the importer’s storage, handling and testing costs.
The same instrument says goods that fail destination assessment can be re-exported or destroyed at the importer’s cost. These are consequences for regulated goods, not every used machine. The appointed provider and the buyer’s clearing agent must confirm current enforcement and the consignment-specific route before shipment.
Settle scope before the machine moves. Check the dated schedule before shipment; do not wait until destination to learn that the selected heading required a certificate.
Pre-purchase checklist
For the position as of October 2026, work through these steps before you commit:
— Obtain the proposed tariff heading from the seller and have it checked against the current CBCA schedules.
— Ask an appointed provider in writing whether the exact used unit is regulated and how it is categorised.
— If it is scheduled, have the exporter open the certificate request before freight is booked.
— Get the inspection country, testing, evidence and electronic-certificate steps in writing.
— Ask the appointed provider for a live lead time and align it with the seller and forwarder.
— Do not allow a scheduled unit to ship until the provider says the required certificate route is complete.
— Recheck the schedule and amendment position immediately before shipment.
Working with a buying agent who already does this
Euro Plant Finder works on the sourcing and export side. We find machinery in the UK and Europe, check the seller, arrange inspection and coordinate the seller-side document hand-off.
A buying agent can coordinate the machine, seller and paperwork, but the appointed provider decides the conformity route. The buyer’s own licensed clearing agent handles the Zimbabwe customs entry and clearance. We keep the parties aligned before the machine leaves the seller.

Is CBCA mandatory for all used machinery imported into Zimbabwe?
No. As of October 2026, CBCA scope follows the tariff heading. The schedules dated 1 March 2024 include several vehicle families, while common plant headings such as 8427 and 8429 are not listed. Bureau Veritas says second-hand goods remain subject to CBCA when their heading is scheduled. That is a dated position, not a permanent exemption for unlisted plant. Ask the Ministry of Industry and Commerce or an appointed provider to check the machine’s exact heading and any later amendment before shipment.
Does a used tractor need a CBCA certificate in Zimbabwe?
As of October 2026, tractors under heading 8701 are in the First Schedule dated 1 March 2024, and Bureau Veritas says scheduled second-hand goods remain within the programme. The precise subheading, current schedule and provider category still matter. The fee category for a used tractor is not settled, so do not rely on a general provider charge. Ask an appointed provider to classify the tractor, check for amendments and set out the certificate route before shipment.
Does a used generator need CBCA in Zimbabwe?
As of October 2026, the Fourth Schedule dated 1 March 2024 includes electric generating sets under heading 8502 where FOB is over US$1,000. Used condition does not remove a product whose heading is scheduled. The threshold, FOB basis, exact generator line and amendment position still need a current answer. Give an appointed provider the generator specification and proposed code, then ask for its written scope decision before the seller fixes shipment.
Who issues a Zimbabwe CBCA certificate?
As of October 2026, the Ministry of Industry and Commerce listed six conformity-assessment bodies for Zimbabwe’s programme. Verify which bodies are still appointed and can inspect in the proposed export country. Bureau Veritas says the exporter opens a Request for Certificate before shipment for a scheduled consignment. The assessment country can be unclear for a non-UK-built machine sold from the UK, and no published lead time settles the actual job. Ask the chosen provider for the category, inspection location, evidence, certificate delivery and timing.
What happens if machinery arrives without the required certificate?
As of October 2026, SI 35 of 2024 says a regulated consignment without its required certificate can face a penalty of 12% of CIF, destination assessment, and the importer’s storage, handling and testing costs. It also says goods that fail destination assessment can be re-exported or destroyed at the importer’s cost. These consequences apply to regulated goods, not every used machine. The appointed provider and the buyer’s clearing agent should confirm current enforcement and the consignment-specific route before shipment.
Can Euro Plant Finder handle the Zimbabwe customs side?
Euro Plant Finder can find and inspect the machine, check the seller and coordinate the seller-side document hand-off. We do not decide CBCA scope, issue the certificate or act as the Zimbabwe customs broker. An appointed provider sets the conformity steps for the selected unit. The buyer’s own licensed clearing agent handles the Zimbabwe customs entry and clearance. We coordinate with both sides so the inspected machine and export documents match the information they request before shipment.
