Sources are listed at the end of this guide. Rules and rates change: confirm the ones that matter for your machine with your own clearing agent before you commit.
What should I confirm before buying machinery for the UAE?
Start with the actual machine and the place where you intend to use it. These are the October 2026 checks. Give your clearing agent the proposed importer, destination emirate and full machine description. Ask for the tariff and approval questions to be answered against that unit before you agree the purchase.
Write a purchase brief that everyone can work from. Include the machine type, make, model, serial details, condition and attachments. Ask the seller for clear photographs of the machine and its identification plate. Use that same description when you speak to the clearing agent, forwarder and any authority asked to decide an approval question.
Keep the buying decision in a useful order: establish the importer, classify the machine, settle the approvals, and agree the export and arrival hand-offs. Record unanswered questions against the person who can answer them. Do not turn an agent's initial view about a broad machine category into a completed decision for the unit you want.
Sailings run; the forwarder confirms the current schedule. Obtain written carrier acceptance for the actual machine, using its measured dimensions, weight and configuration. Do not rely on an old quote when deciding whether to book. Read our UK-to-UAE heavy-machinery shipping guide for the route checks.
Compare the machine with the work you need it to do, then bring the same configuration into the import discussion. A pre-purchase inspection should match identity and condition to the proposed export pack. Our UK and European source-market guide can help you frame the buying questions before choosing a seller.
Our view is simple. None of this makes the UAE a market to avoid. Ask whether your machine can reach its destination before committing to the purchase. Keep the route answer tied to the measured machine, importer and emirate rather than a general description of the market.
Who can import construction machinery into the UAE?
Name the importer before the seller prepares the final transaction. As of October 2026, a universal importer route for every foreign company or private individual is not settled. Do not assume that a proposed company or personal purchase has the same credentials as another buyer's shipment.
Ask your clearing agent to set out the lawful importer, trade-licence, customs-code and tax-registration route for the actual emirate. Present the buyer's circumstances plainly. Identify whether the proposal involves a private person, foreign company or UAE business, and ask what must be in place before the goods move.
Keep importer eligibility separate from the way import VAT is declared. Article 48 of the UAE VAT Executive Regulations allows declaration through the return only where the importer can prove tax registration. It must also provide verifiable import details and use its own customs registration number.
Where those conditions are not met, Article 50 requires import VAT to be paid before release. Do not assume that choosing a buyer's name for an invoice settles the tax route. Put the intended importer and customs record in front of the tax adviser alongside the proposed purchase.
The tax registration number (TRN) and customs record need to work for the chosen emirate system. Your tax adviser and clearing agent should confirm the eligibility and linkage for this import. Keep that answer alongside the importer instructions so the seller, forwarder and buyer's advisers work from the same agreed names.
If the importer changes while you are negotiating, take the question back to those advisers before asking the seller to finalise anything. Keep the revised instruction in writing and identify which earlier instruction it replaces. Treat the importer decision as part of the purchase, rather than something to leave until the machine has been collected.
How are UAE customs duty and import VAT worked out?
Ask for the code and tax base before relying on a percentage. As of October 2026, the UAE government portal describes customs tariffs ranging from 0% to 5% and gives 5% of cost, insurance and freight (CIF) value for Dubai. That general statement does not establish the current duty line for your machine.
Dubai Customs is moving rest-of-world imports to 12-digit Gulf Cooperation Council (GCC) tariff codes during Phase 3, from August 2026 to February 2027. Ask your clearing agent to identify the current line for the machine and its attachments. Do not use the general portal figure as a substitute for that classification.
UAE import value-added tax (VAT) is 5%. Article 35 of the VAT Decree-Law gives the import base as customs value including insurance, freight and customs fees, plus applicable duty and excise. VAT itself is excluded. Freight and insurance therefore belong in the stated base; they are not unresolved additions to leave out.
Keep duty and VAT as separate lines in the advice you request. Ask which value each measure applies to and how the agent has treated every addition. For a purchase with attachments, ask the agent to show how those items have been classified instead of treating the seller's combined description as the answer.
Before relying on an assessment, have your clearing agent confirm the current 12-digit line, duty rate and any exemption for the machine and attachments. Ask for the answer in writing with the machine description beside it. Keep the calculation and the classification together so you can see exactly what the advice covers.
The UK seller's VAT treatment is a separate decision from UAE import VAT. A UK VAT-registered seller can zero-rate an export only if the goods leave the UK and valid export evidence is held within three months of the time of supply. An indirect exporter may ask for a VAT-sized deposit until the evidence is received.
Have the seller and its tax adviser agree invoice and deposit treatment before payment. Ask what evidence the seller expects and who will return it after export. Do not use the UAE tax answer to fill in a missing answer about the UK sale; put the seller's instructions alongside the export arrangements.
Does used machinery need ECAS or another approval?
Ask for a decision on the selected code before buying. For the October 2026 position, the Ministry of Industry and Advanced Technology (MoIAT) public conformity and used-imported-vehicle pages do not identify whether ordinary used construction plant is regulated. An ECAS conformity answer for your unit therefore remains open.
Worth checking, not assuming. Do not turn that uncertainty into a statement that used plant is exempt. Give MoIAT and the clearing agent the proposed 12-digit code, machine description and configuration. Ask which requirement, if any, applies and what action has to be completed before shipment.
Abu Dhabi Customs' restricted list names some mechanical tools and mechanical devices under prior-approval bodies. It gives no HS tariff codes and does not establish that construction machinery is covered. If Abu Dhabi is the destination, ask its customs tariff team to decide whether the exact code requires prior approval and name the authority.
Age and condition need their own question. MoIAT and Abu Dhabi Customs' cited pages do not settle a general age or condition limit for used construction plant. They also do not settle whether fitted used tyres fall within the prohibited-used-tyres entry. Do not read the machine's used status as either an automatic acceptance or an automatic refusal.
When reviewing a seller's documents, start by asking what each document proves about this machine. Match its identity to the plate and inspection record. Put any unanswered approval point to the relevant authority before relying on it; do not replace that answer with a seller's broad assurance that the machine is suitable for export. Ask the relevant authority for the machine-specific age, condition and fitted-tyre position.
Which documents should be agreed before loading?
Settle the document route before loading. As of October 2026, invoice attestation and any required origin document need shipment-specific instructions. Do not assume every machine needs a legalised certificate of origin or that an apostille substitutes for the UAE route. Have MOFA, the Ministry of Foreign Affairs, and your clearing agent confirm the requirements, responsible person and timing. Our UAE machinery-clearance document guide covers the seller, forwarder and importer hand-offs.
What changes between Dubai and the other emirates?
Keep the destination emirate in the instructions from the start. As of October 2026, Dubai Customs Notice 03/2026 provides temporary secure bonded road movement for containers arriving at Khorfakkan or Fujairah. The stated destinations are Jebel Ali Port and Dubai free zones.
Under that notice, the shipping line files the road-leg manifest and issues the delivery order. The consignee files the customs declaration and clears the goods before release. Make those responsibilities visible when you agree the arrival plan, rather than leaving the hand-off between the parties implicit.
The notice may be amended, suspended or withdrawn. It does not settle an equivalent procedure for another emirate or a non-containerised machine. Do not treat a Dubai free-zone destination as the answer for an onward mainland movement. Ask for the actual destination and proposed movement to be described together.
Your clearing agent and the relevant emirate customs authority must confirm the current movement and declaration procedure for the actual shipment. If the destination changes, return the revised proposal to them. Keep their answer linked to the route accepted by the forwarder, with any outstanding action assigned before collection is agreed.
Pre-purchase checklist
Work through these decisions with the seller and your advisers before you commit to a UAE purchase.
— Ask the shipping question first. Have the measured machine checked for container fit. If it doesn't, get a carrier or forwarder to confirm a route for that specific unit in writing before you go any further; don't take an old quote on trust.
— Name the importer and ask its clearing agent for the lawful licence, customs-code and tax-registration route.
— Obtain the current tariff line, duty and any exemption in writing for the machine and attachments.
— Agree the import-VAT declaration method and keep the information needed for the assessment described above.
— Ask the clearing agent and relevant authority for the exact-code conformity and prior-approval decision.
— Agree the invoice-attestation action, responsible person and deadline before loading.
— Obtain the certificate-of-origin requirement and accepted UK or EU authentication route in writing.
— Agree the UK seller's export-evidence, invoice and deposit treatment before payment.
Keep each answer with the machine description it covers. If an answer is conditional, record the condition and the person responsible for resolving it. Use that list when deciding whether to proceed, and ask for revised instructions if the machine, importer or destination changes.
In our view, a clear sequence makes the purchase easier to organise. None of this is complicated once you know the order to do it in. Keep a named person beside each outstanding question, and take the decision with those answers in front of you.

How do I import construction machinery into the UAE?
Identify the importer and destination emirate, then ask your clearing agent for the current 12-digit tariff line and approval requirements. As of October 2026, shipping and documents need answers for the actual unit rather than a broad machinery category. Agree the tax route, source-country export evidence and any origin or attestation requirements before loading. Obtain written carrier acceptance for the measured machine, and keep the clearing agent responsible for the UAE declaration and clearance.
What duty and VAT apply to used machinery in the UAE?
As of October 2026, the UAE government portal gives a general customs framework of 0% to 5%, but that does not settle your machine's current 12-digit duty line. Import VAT is 5% on customs value including insurance, freight and customs fees, plus applicable duty and excise, with VAT itself excluded. Ask your clearing agent to confirm the exact line, rate and any exemption for the machine and attachments before relying on an assessment.
Does used machinery need ECAS or another UAE conformity approval?
As of October 2026, MoIAT's public conformity and used-imported-vehicle pages do not establish whether ordinary used construction plant is regulated. Abu Dhabi's restricted list names some mechanical tools and devices without codes, so it does not settle the chosen machine either. Ask your UAE broker to confirm, in writing, against the machine's HS code before you commit. Include the machine's age, condition and fitted tyres in that request.
Can a private individual import construction machinery into the UAE?
A universal importer route for every private person or foreign company is not settled as of October 2026. Ask your clearing agent for the lawful importer, licence, customs-code and tax-registration route in the intended emirate. Import VAT can go through the return only where the importer meets the registration, import-detail and own-customs-number conditions. Otherwise it is paid before release. Have the tax adviser and clearing agent check the proposed arrangement before purchase.
Can a full-size excavator or loader ship to the UAE now?
As of October 2026, sailings run; the forwarder confirms the current schedule. Obtain written carrier acceptance for the measured machine, with its weight, configuration and destination. That isn't a reason to write the UAE off; it's a reason to ask the shipping question before the compliance questions, and to check the live position rather than work from an old quote. Use the UK-to-UAE shipping guide to organise the route questions.
Which documents do I need before UAE machinery clearance?
Agree the final pack with your clearing agent for the machine, emirate and route. As of October 2026, invoice attestation and the need for an origin certificate require shipment-specific checks; a legalised certificate should not be assumed for every machine. Settle the accepted authentication route, responsible person and timing before loading. Agree the UK seller's export-evidence and invoice treatment before payment, then use the document guide to organise the hand-offs.
Can Euro Plant Finder handle UAE customs clearance?
Euro Plant Finder handles the sourcing and export side. We find suitable machinery, check the seller, arrange inspection and coordinate origin, condition, cleaning and export documents. The buyer's own UAE clearing agent files the import declaration and clears the goods. We work with that agent so the export pack addresses its requirements, while the relevant authorities decide any approval question. Bring the agent into the purchase discussion before finalising the machine and export arrangements.
